Amrish Jasrotia, State President, Global Youth Movement (J&K) strongly opposed and reject the new order (S.O. 192, The Jammu & Kashmir Probationer and Fixation of Tenure Rules, 2020) for recruitment in Union Territory of Jammu & Kashmir.
According to the new order, no person is considered as a member of service till its period of probation which is 2 years. Government may extend the period of probation if one can fail to meet the standard and requirement of job or appointing authority can terminate or discharge candidate any time during their probation period. During the period of probation, no increment, dearness allowance and other allowances will be given expect the basic salary.
Jasrotia paid a strong concern over this new rule and said, “ It is like an old wine in new bottle and we believe that it is more worst that earlier SRO 202 which is being amended after strong and long agitation by the youth of J&K. Now, government framed it in a new way by S.O. 192, to exploit the youngsters who are waiting for their bright future to come. This policy monopolized the authorities to act as dictators to fire employees anytime during their probation period and new employees will treated as slave. This rule also contradicts the constitutional right of “Equal Pay for Equal Work” as this new rule advocate to give basic salary only during the probation period. BJP which was in front to take undeserved credit over amendment in SRO 202 must take responsibility for this new black order as well. We strongly oppose this order and warn authorities to stop playing hit and trial methods over the already depressed youth of J&K. We appealed to Lt. Governor to revoke it as soon as possible.”
