For improper withdrawals of monies from the E-FMS account, the government suspended two Assistant Commissioners of Development (ACDs) and 12 Block Development Officers (BDOs) in Kashmir Valley on Friday.
ACDs in north Kashmir’s Baramulla district and south Kashmir’s Anantnag district have been placed under suspension for unauthorised withdrawal of funds (excess) from e-FMS account, according to separate orders issued by Principal Secretary to the Government, Rural Development Department, Bipul Pathak.
District Anantnag has withdrawn Rs. nine lakh from the Common account (eFMS, Material & Wages) unauthorizedly, according to an order dated 11-06-2021 under number 145 – RD&PR of 2021.
It further indicates that after requesting clarification from ACD, he claimed that BDO Pahalgam, BDO Sogam, BDO Breng, BDO Bijbehara, BDO Larnoo, and BDO Verinag had made excessive payments and breached the terms of payment release.
However, he has not revealed the names of the concerned BDOs, according to the report, which also stated that the district of Anantnag is regularly withdrawing extra funds unauthorizedly, with Rs 15 lakh being withdrawn as of today.
“In light of the foregoing, Mr. Nisar Ahmad Malik, KAS, ACD Anantnag has failed to perform his duties in preventing his BDOs from making unauthorised withdrawals. As a result, Mr. Nisar Ahmad Malik, KAS, ACD Anantnag is hereby suspended with immediate effect and shall remain attached to the Directorate of Rural Development Kashmir. Mr. Ideel Saleem, KAS, Assistant Commissioner Panchayat, Anantnag, in addition to his own duties, would be in charge of ACD Anantnag until further orders,” the order stated.
Perusal of NREGA Soft on 08-04-2021 found that District Baramulla had withdrawn an amount of Rs. 1.91 crores from Common account MNREGA (eFMS, Material & Wages) unauthorizedly, according to a separate order.
It goes on to say that the ACD has failed to provide a proper justification and has failed to disclose block-by-block and GP-by-GP data revealing the blocks withdrawing extra amounts versus the funds released. According to the ruling, the district is withdrawing funds unauthorizedly on a regular basis, with a total of Rs 2.04 crores withdrawn to date.
“In light of the foregoing, ACD Baramulla has failed to discharge his duties in preventing his BDOs from making unlawful withdrawals, hence Mr. Yaar Ali Khan (KAS), ACD Baramulla is now suspended with immediate effect and shall stay attached to the Directorate of Rural Development Kashmir. “Until further orders, Mr. Gulzar Ahmad KAS, Assistant Commissioner Panchayat, Baramulla, shall undertake the responsibility of ACD Baramulla in addition to his own duties,” the ruling stated.
Meanwhile, the government has suspended 11 BDOs in Noorkhah, Parenpillan, Singhpora, Sopore, Uri, Wagoora of district Baramulla and Sogam, Pahalgam, Bijbehara, Breng, Larnoo, Verinag blocks of district Anantnag for unauthorised withdrawal of cash (extra) from e-FMS account.
The Block Development Officers are hereby placed under suspension with immediate effect and are attached with the Directorate of Rural Development Kashmir, the order reads.

The Director of the Department of Rural Development in Kashmir has been requested to establish alternative arrangements for the charge of these blocks.
The government has also announced the suspension of BDO Shopian Muzaffar Ahmad Sheikh in a separate order. He has been assigned to the Kashmir Directorate of Rural Development Department.
