The Jammu and Kashmir administration has directed all Deputy Commissioners to ensure that all encroachments from state land, including Roshni and Kahcharai, have been completely removed by the end of this month.
“The department has issued instructions from time to time and, further, in pursuance to the meeting held on 15.12.2022 through virtual mode under the chairmanship of the Commissioner/Secretary to the Government, Revenue Department, it has been directed that the all Deputy Commissioners shall ensure that all encroachments on State land including Roshni and Kahcharai land are removed to the extent of 100% by January 31, 2023,” reads an order issued by Vijay Kumar Bidhuri, Commissioner Secretary to the Government, according to Kashmir Observer.
A list of guidelines for efficient oversight of the anti-encroachment drive has also been provided by Bidhuri.
The order instructs Deputy Commissioners to create a daily anti-encroachment drive plan and designate Additional Deputy Commissioners as District Nodal Officers for the drive’s coordination and effective implementation.
“Deputy Commissioners should constitute teams of Revenue officers for removal of the encroachments and personally monitor the drive,” the order reads, adding that both the Divisional Commissioners shall also monitor the drive.
Additionally, the concerned Assistant Commissioner (Central) will serve as the Nodal Officer for daily progress reports requested by the Commissioner Secretary from Divisional Commissioners.
The order also orders daily reports from DCs by 4 p.m., and Divisional Commissioners are required to submit the compiled reports to the Administrative Department of Revenue in a specific format by 5 p.m. through the Financial Commissioner Revenue, J&K.
In addition to Kahcharai, the DCs have been instructed to submit information on the total amount of encroached land as of the day, the amount of encroachment that has been removed each day, the amount of encroachment that still needs to be removed, and the percentage of encroachment that has yet to be removed, according to the formats provided for State Land including Roshni.
The Bidhuri order comes in the midst of a large anti-encroachment effort in J&K, during which thousands of kanals of state land have been retrieved.
