Government Suspends ASP Budgam Gowhar Ahmad Khan and DySP Adil Mushtaq Amid Misconduct Allegations

In a recent development, the government of Jammu and Kashmir has taken swift action, suspending two high-ranking police officials with immediate effect and attaching them to the Zonal Police Headquarters (ZPHQ) in Srinagar. The suspended officials have been identified as ASP Budgam Gowhar Ahmad Khan and DySP Adil Mushtaq.

The order for the suspension of ASP Budgam Gowhar Ahmad Khan cites Rule 31(1) of the Jammu and Kashmir Civil Services (Classification, Control, and Appeal) Rules, 1956. According to this rule, pending an inquiry into his conduct, Gowhar Ahmad Khan, the Additional Superintendent of Police in Budgam, has been placed under suspension effective immediately. During this period of suspension, Khan will remain attached to the Zonal Police Headquarters in Kashmir, as stipulated by the order.

Similarly, DySP Adil Mushtaq’s suspension is linked to his arrest in a case related to the Prevention of Corruption Act, 1988. The government’s decision to suspend him is in accordance with Rule 31(2) of the Jammu and Kashmir Civil Services (Classification, Control & Appeal) Rules, 1956. Mushtaq is deemed to have been placed under suspension with effect from September 21, 2023, which is the date of his arrest. The charges against him pertain to FIR No. 149/2023 under section 7, 7A of the Prevention of Corruption Act, 1988, and sections 167, 193, 201, 210, 218, and 221 of the Indian Penal Code (IPC) at the Nowgam Police Station.
