SRINAGAR, March 30: The Jammu and Kashmir Legislative Assembly is set to witness significant attention focused on a private member’s bill introduced by National Conference legislator Tanvir Sadiq. The bill seeks to extend leases to current occupants, a move that could potentially impact land grants in the region, particularly concerning hoteliers in Gulmarg.
Information was available with The Chenab Times that among the 33 proposed legislations listed for introduction on the two days reserved for private member bills, Sadiq’s bill, placed at serial number 12, is drawing considerable scrutiny. The government’s stance on this particular bill is anticipated to be closely observed, especially as leases held by hoteliers in areas like Gulmarg are nearing expiration.
The proposed legislation aims to counteract the provisions of the Jammu and Kashmir Land Grants Rules, 2022. These rules, introduced by the Lieutenant Governor-led administration in 2022, stipulate that most leases, with certain exceptions for existing or expired residential grants, will not be renewed. Instead, the rules mandate that such leases will be determined and subsequently put up for fresh auction. The exceptions include leases granted under older regulations such as the Jammu and Kashmir Land Grants Rules, 1960, and the Notified Area (All Development Authorities in the tourism sector) Land Grant Rules, 2007, as well as leases that had already expired or were determined before the commencement of the 2022 rules.
