Jammu and Kashmir to Commence Census 2027 in June, Digital Methods to Be Employed

Jammu and Kashmir is set to begin the initial phase of Census 2027 on June 1, with authorities preparing for what will be the country’s first entirely digital census exercise. Officials confirmed that the Union Territory will conduct the Houselisting and Housing Census from June 1 to June 30, 2026. This will be preceded by a self-enumeration window, allowing residents to participate online, from May 17 to May 31, 2026.

Digital Shift for Census 2027

Information was available with The Chenab Times that the Registrar General and Census Commissioner Mritunjay Kumar Narayan, speaking in New Delhi, detailed the plan. A significant methodological change for Census 2027 involves the use of mobile applications by enumerators, moving away from traditional paper-based methods. For the first time, residents will also have the option of self-enumeration through an online portal. Households in Jammu and Kashmir will be able to use a mobile number to log in, enter their details online, and generate a unique Self-Enumeration ID. This ID will then be shared with enumerators during their field visits, a system designed to enhance accuracy and reduce the workload for field staff.

Phased Approach and Special Considerations

The census operations will be conducted in two distinct phases. The first phase, scheduled for June 2026 in Jammu and Kashmir, will focus on gathering data related to housing conditions, amenities, and household assets. The second phase will commence in September 2026, specifically targeting snow-bound areas. This later phase will encompass population enumeration, including detailed demographic, socio-economic, educational, migration, and fertility information, along with the enumeration of castes. This comprehensive exercise is being carried out under the provisions of the Census Act, 1948, and the Census Rules, 1990. It marks the 16th census in India’s history and the eighth since the country gained independence, with the previous census conducted in 2011.

Logistical Preparations and Training

Officials have announced that all administrative boundaries have been frozen from January 1, 2026, to March 31, 2027, to ensure the smooth execution of the census. A large-scale training program is currently in progress to prepare the enumerators and supervisors who will be deployed for the exercise. In Jammu and Kashmir, field-level staff will receive training in regional languages to ensure accurate data collection, particularly in remote and challenging terrains. The operation will be supported by robust digital infrastructure, including web-based mapping applications and real-time monitoring systems, with stringent safeguards in place to protect data security.

Addressing Seasonal Challenges

Authorities have indicated that the logistical planning for Jammu and Kashmir is being carefully aligned with seasonal accessibility, especially in higher-altitude regions. The staggered schedule for snow-bound areas is specifically designed to guarantee complete coverage without the risk of disruptions caused by adverse weather conditions. A pre-test of the census methodology was successfully conducted in November 2025 across various parts of the country, including selected blocks in Jammu and Kashmir. This pre-test was instrumental in assessing the readiness of the digital systems and field operations.

Financial Outlay and Data Importance

The Union Government has allocated an outlay of Rs 11,718.24 crore for Census 2027. This funding will cover essential aspects such as training, information technology infrastructure, logistics, and honoraria for the field staff. Officials expect that the introduction of digital tools and the self-enumeration option will lead to improved efficiency, a reduction in errors, and enable near real-time monitoring of the entire census process. With a 16-year interval since the last census, the upcoming exercise is anticipated to provide vital updated data that will be crucial for policy planning, the development of welfare schemes, and administrative decision-making, not only within Jammu and Kashmir but across the entire nation. Residents have been urged to cooperate with enumerators and utilize the self-enumeration facility to ensure the accurate and timely completion of this significant undertaking.
