New Delhi: Chief Justice of India Justice Surya Kant stated that geographical distance should not pose a barrier to the delivery of justice, while virtually inaugurating the newly constructed District Court Complex in Kargil, Ladakh. The event marked a significant advancement in the judicial infrastructure of the Union Territory.
Judicial Infrastructure Boost in Kargil
The inauguration ceremony, held virtually, saw the presence of Ladakh’s Lieutenant Governor, Vinai Kumar Saxena, and other dignitaries. Justice Surya Kant, who was visiting Ladakh, officially opened the complex from the Conference Hall of Hotel Grand Dragon in Leh. The new facility is expected to enhance the accessibility and efficiency of the judicial system in the region.
Information was available with The Chenab Times that Justice Arun Palli, Chief Justice of the High Court of Jammu & Kashmir and Ladakh, along with other High Court judges including Justice Sanjeev Kumar, Ms. Justice Sindhu Sharma, and Justice Shahzad Azeem, joined the proceedings virtually. Justice Mohd. Yousuf Wani, the Administrative Judge for District Kargil, was present physically in Kargil to mark the occasion.
Emphasis on Overcoming Geographical Barriers
Following the commencement of the proceedings with the National Song and National Anthem, a commemorative plaque was unveiled and read out. A detailed 3D presentation highlighted the architectural features and amenities of the court complex, which includes courtrooms, administrative offices, and residential quarters for judicial staff. This showcases a commitment to providing comprehensive facilities.
In his address, Chief Justice of India Justice Surya Kant described the inauguration as a pivotal moment in strengthening access to justice, particularly for individuals in remote geographical locations. He stressed that geographical challenges should not hinder the impartial delivery of justice. Justice Kant remarked that Kargil embodies resilience, and the newly established court complex represents a qualitative improvement in the justice delivery system, aiming to build further confidence among the citizens who seek legal recourse.
Regional Judicial Modernisation
Chief Justice of the High Court of Jammu & Kashmir and Ladakh, Justice Arun Palli, delivered the welcome address, extending his greetings to the Chief Justice of India. He expressed optimism about continued support for the ongoing efforts to expand and modernise judicial infrastructure across the region. His remarks underscored the collaborative approach being taken to upgrade judicial facilities.
Lieutenant Governor Vinai Kumar Saxena conveyed his gratitude to the Chief Justice of India for presiding over the virtual inauguration. He acknowledged the profound significance of the event, even though it was conducted virtually. Characterising the court complex as a testament to the government’s dedication to ensuring accessible and effective justice for all, the Lieutenant Governor assured steadfast administrative support for the judiciary. He also expressed anticipation for a future visit by the Chief Justice to Ladakh.
Among the prominent figures who attended the event, either virtually or in person, were Dr Mohd. Jaffer Akhoon, Chairman/Chief Executive Councillor of the LAHDC, Kargil; Ashish Kundra, Chief Secretary, UT Ladakh; Mukesh Kumar, Director General of Police, UT Ladakh; Lieutenant General Hitesh Bhalla, GOC, 14 Corps; senior officers from the Armed Forces; M.K. Sharma, Registrar General; Basheer-ul-Haq, Administrative Secretary; Qureshi Tarig Mahmood, Law Secretary; Shri Rajesh (APCC/CWOL), Leh; the Principal District and Sessions Judge, Kargil; the Deputy Commissioner and Senior Superintendent of Police, Kargil; judicial officers; members of the Bar; and officials from the civil, police, and prosecution departments. The collective presence of these officials highlighted the importance of the judicial development.
