Jammu and Kashmir Lieutenant Governor Orders Promotion of Five Inspectors to Deputy SPs

SRINAGAR, Apr 1: In a significant administrative development, Lieutenant Governor Manoj Sinha has ordered the promotion of five Police Inspectors (Ministerial) to the rank of Deputy Superintendent of Police (Ministerial) in Jammu and Kashmir. The order, issued with immediate effect, affects the ministerial cadre of the police department.

According to details received by The Chenab Times, the promotions are based on Government Order No. 187-Home of 2026. The five Inspectors elevated to the rank of Deputy Superintendent of Police (Ministerial) are Fida Hussain Sheikh, Farooq Ahmad Naikoo, Mohd Farooq Mir, Manzoor Hussain, and Abdul Rashid Mir. These appointments are effective immediately and are placed in Pay Level-8 of the government’s pay matrix.

The promotions have been made subject to the final outcome of any writ petitions that may be pending before any competent court of law. This is a standard procedure to ensure that administrative decisions are not overturned by judicial pronouncements. The decision reflects the Jammu and Kashmir administration’s ongoing efforts to streamline and strengthen its administrative and police machinery by ensuring timely promotions and career progression for its personnel.

The ministerial cadre within police departments plays a crucial role in the day-to-day functioning, administration, record-keeping, and logistical support, enabling the operational units to focus on law enforcement and security duties. Elevating officers within this cadre to supervisory positions like Deputy Superintendent of Police can enhance departmental efficiency and oversight of administrative functions.

The Lieutenant Governor’s office has been actively involved in various administrative reforms aimed at improving governance and public service delivery across the Union Territory. Promotions within the police department, across different cadres, are seen as a key component of maintaining morale and ensuring that experienced personnel are placed in positions of responsibility. This particular order highlights the focus on the non-gazetted and administrative wings of the police force, recognizing their vital contribution to the overall operational effectiveness.

The Union Territory of Jammu and Kashmir has seen several administrative restructuring and personnel management initiatives since its reorganization. The promotion orders are a part of the regular administrative processes designed to manage the human resources effectively within the government departments. Officials expect that such timely interventions will contribute to a more robust and efficient administrative setup in the region.
