Pune, Maharashtra – The Bharatiya Janata Party’s (BJP) women’s wing in Pune is prepared to contest the upcoming Lok Sabha elections, with leaders expressing eagerness to leverage the Nari Shakti Vandan Act, also known as the Women’s Reservation Act. Rajya Sabha MP Medha Kulkarni stated that the party’s female cadre is ready to contest the next Lok Sabha polls, contingent on the potential reservation of a Lok Sabha seat in Pune following the delimitation process and the formal amendment to the Act.
A special parliamentary session has been convened from April 16 to 18 to discuss amendments related to the Nari Shakti Vandan Act. Kulkarni highlighted that while parliamentary discussions are underway, the BJP is also seeking public engagement, encouraging citizens to express their support for the Act via a designated miss call number. The Nari Shakti Vandan Act, passed by the Lok Sabha in 2023 with a two-thirds majority, mandates the reservation of one-third of seats in the Lok Sabha and state assemblies for women.
The Act’s implementation, Kulkarni noted, is anticipated to significantly increase women’s representation in legislative bodies. She cited international examples, including Rwanda with 61 percent female representation in parliament, Cuba at 55 percent, and Mexico and Australia with over 50 percent, to underscore the importance of enhancing women’s presence in elected positions at both national and state levels. Kulkarni emphasized that women have consistently demonstrated their capabilities across various sectors, including politics, scientific research, healthcare, and business.
The timeline for the Act’s implementation has been a subject of discussion, with the previous delimitation exercise conducted in 2001. The next delimitation was scheduled for 2026, which has led to delays in the Women’s Reservation Act’s enforcement, despite its approval in 2023. The delimitation process is based on Census figures, and updated data is expected following the census exercise. Prime Minister Narendra Modi has indicated a target of 2029 for the full implementation of the legislation, linking it to the completion of the census and delimitation processes.
The BJP has been actively promoting the Nari Shakti Vandan Adhiniyam, with party officials deploying women spokespersons for television debates to advocate for the bill. Prime Minister Modi has referred to the Act as a defining decision of the 21st century, emphasizing its role in women’s empowerment. The government plans to use data from the 2011 census for planning purposes due to current census delays. The proposed amendments aim to increase the total number of Lok Sabha seats from 543 to 816 through delimitation, with 273 seats to be reserved for women.
Union Minister Raksha Khadse reiterated the significance of the Act, stating it goes beyond increasing women’s representation to improving their role in decision-making. She confirmed that the government is moving towards early implementation, with the special parliamentary session scheduled to address the necessary amendments. The provisions are slated to come into effect from the 2029 general elections, marking a significant shift in India’s democratic landscape.
The BJP has issued a three-line whip to its Members of Parliament, urging their presence during the special parliamentary session from April 16 to 18. The Prime Minister’s Office has communicated to floor leaders of both the Lok Sabha and Rajya Sabha that the time has come to implement the Nari Shakti Vandan Adhiniyam in its true spirit, advocating for its passage during the current session to ensure it is in place for the 2029 general elections.
The passage of the Nari Shakti Vandan Adhiniyam in September 2023 mandated one-third reservation for women in the Lok Sabha and state assemblies. However, the original law tied its implementation to the delimitation exercise following the 2027 Census, which would have postponed enforcement until 2034. To enable implementation by the 2029 elections, amendments are necessary and are being deliberated in the current special session.
Medha Kulkarni, a former MLA from Pune’s Kothrud constituency and currently a Member of Rajya Sabha from Maharashtra since 2024, has been an active proponent of women’s political participation. Her nomination to the Rajya Sabha in February 2024 was seen as a strategic move by the BJP to engage the Brahmin community in Pune and acknowledge party loyalists.
