Rajya Sabha Reconstitutes Panel of Vice-Chairpersons, Appoints Six Members

New Delhi: The Rajya Sabha has reconstituted its panel of vice-chairpersons, appointing six members representing diverse political parties to preside over the House in the absence of the Chairman and Deputy Chairman. The nominated members will assume their duties with effect from April 15.

According to details received by The Chenab Times, the newly constituted panel includes Dinesh Sharma, S. Phangnon Konyak, and Ghanshyam Tiwari from the Bharatiya Janata Party (BJP). The Indian National Congress is represented by Phulo Devi Netam, while the All India Anna Dravida Munnetra Kazhagam (AIADMK) has nominated M. Thambidurai. Sasmit Patra from the Biju Janata Dal (BJD) completes the list of six vice-chairpersons.

Members of this esteemed panel are designated to officiate in parliamentary proceedings when both the Chairman and the Deputy Chairman of the Rajya Sabha are unavailable. While presiding, these vice-chairpersons are vested with the full authority and responsibilities of the Chairperson. Their role encompasses maintaining order in the House, regulating debates, and ensuring the efficient and smooth conduct of the proceedings during sittings.

Unlike the Deputy Chairman, whose position is a standing constitutional office, the vice-chairpersons on this panel do not hold a permanent designation. Their participation in presiding over the House is on a rotational basis, contingent upon the requirements and absence of the principal office-bearers. This system ensures that experienced parliamentarians from various political backgrounds contribute to the legislative process and governance.

The reconstitution of the panel is a routine administrative exercise aimed at ensuring the continuity of parliamentary functioning. The selection process reflects a broad representation from major political parties, fostering a sense of inclusivity in the Rajya Sabha’s operational framework. The nominated members are expected to bring their legislative experience and understanding of parliamentary rules to their new roles, thereby contributing to the effective functioning of the Upper House of Parliament.
