PAHALGAM, April 21: A memorial has been erected in the popular tourist destination of Pahalgam to honour the 26 individuals, including 25 tourists and a local ponywallah, who lost their lives in a militant attack last year. The commemoration comes as authorities have significantly tightened security across the Kashmir Valley ahead of the first anniversary of the incident.
Information was available with The Chenab Times that the attack, which occurred on April 22, had sent shockwaves through Jammu and Kashmir and adversely impacted the region’s crucial tourism sector. The tourism industry is now showing signs of recovery following concerted efforts by the administration. Although the three Pakistani militants responsible for the attack were neutralised by security forces in a gunfight in Srinagar three months later, the National Investigation Agency (NIA) continued its probe. The agency filed a chargesheet in mid-December against seven accused individuals and Pakistan-based Lashkar-e-Taiba (LeT), its proxy The Resistance Front (TRF), and a handler based across the border.
The attack prompted an unprecedented public response across Kashmir, with residents taking to the streets in protest. This marked one of the first large-scale public demonstrations against a militant attack in over three decades. In a significant political development, the government of Jammu and Kashmir convened a special session of the Legislative Assembly on April 28, 2025. The assembly unanimously passed a resolution expressing deep anguish over the Pahalgam attack and resolving to counter efforts aimed at disrupting communal harmony and hindering progress in the Union Territory.
The newly constructed memorial, made of black marble and inscribed with the names of the 26 victims, stands along the banks of the Lidder River, serving as a poignant reminder of the militant attack that took place in the Baisaran valley. A year on, the memorial site continues to attract a considerable number of tourists. Many visitors have expressed that the incident has not deterred them from travelling to the region, with some commending the existing security arrangements and the local hospitality.
Navojit Sarkar, a tourist from Assam, stated that while the past event was regrettable, choosing not to visit the region now would be a disservice. He highlighted the widespread dream among Indian households to visit Kashmir. Sarkar is currently camping in Pahalgam along with a significant number of tourists from various parts of the country, indicating a steady return of visitors to the popular hill resort.
Despite the lingering shadow of last year’s attack, tourist arrivals have persisted, with many visitors expressing confidence in the current security measures and the region’s welcoming atmosphere. Ankur Maheshwari, a tourist from Punjab, reported a seamless and comfortable experience, noting the exceptional warmth and helpfulness of the local population. He described the interactions as kind and ensuring a feeling of welcome throughout their stay, from guidance to genuine hospitality.
Dropadi Rawat, a visitor from Lucknow, shared a positive experience with her companions, stating they felt no fear and were confident travelling as Indians. She was particularly impressed by the overall atmosphere and expressed a desire to visit repeatedly. Rawat encouraged other travellers to experience Pahalgam for themselves, describing it as wonderful and reassuring, with a comfortable stay, strong security, and a pleasant environment contributing to an enjoyable experience.
In anticipation of the anniversary, the administration has deployed additional police and paramilitary personnel in and around Pahalgam. Intensified checking at multiple points and heightened surveillance are in place to ensure a peaceful commemoration. Senior officials confirmed that all necessary arrangements have been made for the event, which is expected to be attended by politicians, civil society members, families of the victims, and local representatives.
The tourism sector has witnessed a revival in recent months following the militant attack, aided by sustained outreach and promotional efforts spearheaded by the Chief Minister, who also holds the tourism portfolio.
