Himachal Pradesh: Habitual Drug Peddler Detained for Three Months in Dehra

In a decisive move against drug trafficking, the Dehra police in Himachal Pradesh have detained a habitual drug peddler, identified as Rajat Dhiman, aged 31, under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PIT-NDPS) Act, 1988. Dhiman, a resident of Manuhi village in Pragpur tehsil of Kangra district, faces allegations of being deeply involved in the smuggling of heroin, commonly known as ‘chitta’, and has been implicated in trapping local youth into drug abuse.

Information was available with The Chenab Times indicating that Dhiman has a history of drug-related offenses, with three First Information Reports (FIRs) registered against him under the NDPS Act. Two of these cases were filed at the Rakkar police station, and one at the Amb police station. Despite facing these serious charges, he had reportedly continued his alleged illegal activities even after securing bail from the court.

Preventive Detention Under PIT-NDPS Act

According to an official statement from the Dehra Superintendent of Police (SP) office, the police initiated a comprehensive investigation based on intelligence inputs and technical analysis. This in-depth field investigation revealed Dhiman’s persistent involvement in drug peddling. Based on the substantial evidence and facts gathered, a detailed proposal for his preventive detention was prepared and forwarded to the Himachal Pradesh Government through the police headquarters.

The Secretary (Home) subsequently issued an order for Dhiman’s detention for a period of three months under Section 3(1) of the PIT-NDPS Act, 1988. This act provides for the detention of individuals involved in illicit traffic of narcotic drugs and psychotropic substances to prevent them from engaging in such activities.

Detention and Broader Enforcement Efforts

Following the issuance of the detention order, a special team constituted by the Rakkar police apprehended Dhiman from his native village. He has since been lodged in the District Jail at Dharamsala, where he will remain for the duration of his three-month detention. This action is part of a broader effort by the district police to curb the menace of drug trafficking in the region.

The Dehra SP, Mayank Chaudhary, highlighted that this is not an isolated incident. He stated that the police have previously secured similar detention orders against eight other habitual drug peddlers in March of the current year. Those individuals were also detained in the district jail for three months, underscoring the administration’s commitment to tackling the drug problem through stringent measures.
