Jammu and Kashmir Nears Full Digitisation of Revenue Records

The Union Territory of Jammu and Kashmir has achieved significant progress in its land record modernisation programme, with over 93 per cent of revenue records now digitised. This initiative has resulted in the approval of more than 64 lakh khasras, marking a substantial leap towards enhanced transparency and efficiency in land management.

According to details received by The Chenab Times, out of a total of 68,59,915 khasras, approvals have been granted for 64,06,641 records. While the digitisation drive is nearing completion, a backlog of approximately 3,04,549 cases at the maker level, 1,10,587 at the checker level, and 38,138 at the approver stage still needs to be addressed.

The government has been actively pursuing this digitisation effort to ensure greater accuracy, accessibility, and efficiency in the management of land records. Comprehensive guidelines were issued in December 2025, outlining procedures for error rectification, clearing pending mutations, facilitating public verification, and the freezing of Jamabandis. The process is under regular scrutiny by divisional commissioners and the Financial Commissioner (Revenue) to ensure adherence to the set standards and timelines.

District-level performance indicates a strong commitment across several areas. Ramban, Shopian, and Ganderbal districts have reported 100 per cent completion, with no pending cases, signifying exemplary execution of the digitisation process. Srinagar has also demonstrated exceptional progress, achieving 99.97 per cent completion. Budgam, Poonch, Udhampur, Kathua, and Kupwara districts have all reported completion rates exceeding 99 per cent.

Further progress has been observed in Baramulla, Bandipora, and Kulgam districts, with digitisation rates above 98 per cent. Kishtwar district has achieved 94.11 per cent progress in its land records. Jammu district, which holds the largest volume of khasras, has recorded a completion rate of 91.64 per cent, reflecting the scale of the task undertaken in the district’s revenue administration.

Conversely, Doda, Pulwama, and Anantnag districts show comparatively lower completion rates, indicating areas where efforts need to be intensified. Reasi district has registered the lowest progress at 39.38 per cent, with over 88,000 cases still pending the approval stages. This highlights a critical need for focused intervention and resource allocation in Reasi to expedite the digitisation process.

In a broader overview of the programme, 5,989 villages have been fully approved, representing nearly 88 per cent of the total villages in the Union Territory. The process of grievance collection has also commenced in 3,311 villages across Jammu and Kashmir, allowing for public input and correction of any discrepancies that may arise during the digitisation. This participatory approach aims to ensure that the final digitised records are accurate and reflect the ground realities of land ownership and tenure.
