JAMMU, May 23: The Jammu and Kashmir government has ordered the placement of three In-charge Assistant Executive Engineers as In-charge Executive Engineers (Civil) within the Public Works (R&B) Department. The appointments are on a stop-gap basis and have taken effect immediately.
The Chenab Times has learned that the three engineers elevated to these positions are Mohd Khalid, Zia-Ul-Rehman Qazi, and Khalid Owais. This administrative move is aimed at ensuring the continued operational efficiency of the department’s engineering wing during a period of transition or review.
The Public Works (R&B) Department plays a crucial role in the infrastructure development and maintenance across the Union Territory of Jammu and Kashmir. Its responsibilities include the construction and upkeep of roads, bridges, and other public buildings, which are vital for the region’s connectivity and economic progress.
Promotions and reassignments within government departments are common administrative procedures designed to facilitate the smooth functioning of public services. In this instance, the placement of these engineers to higher, albeit interim, responsibilities reflects the dynamic nature of public sector administration. The move also signifies the government’s acknowledgment of the engineers’ experience and qualifications for handling more significant responsibilities.
The order, issued by the General Administration Department, outlines the terms of the stop-gap arrangement. Such arrangements are typically made to fill vacancies or to manage workloads without altering the permanent cadre structure of the department. The engineers will continue in their new roles until further orders or until the process for regular appointments to these positions is completed.
This development comes as the Jammu and Kashmir administration continues to focus on enhancing public service delivery and accelerating infrastructure projects. The Public Works Department is a key agency in achieving these goals, and the effective functioning of its engineering cadre is paramount.
While the specific details of the upcoming regular appointments have not been disclosed, the current order ensures that the executive engineering functions remain adequately staffed. The department’s work is critical for various developmental initiatives, including connectivity projects, building construction, and disaster management infrastructure, making stable leadership at all levels essential.
The placement of these three officers is expected to bolster the department’s capacity to oversee ongoing and upcoming projects. The Public Works (R&B) Department serves as a backbone for regional development, and administrative decisions aimed at strengthening its leadership are closely watched by stakeholders.
