Delhi Police Dismantles Chinese Manjha Racket, Two Arrested

New Delhi: In a significant operation against the proliferation of hazardous kite strings, the Delhi Police has busted an illegal Chinese manjha racket. Two individuals were apprehended during the crackdown, which resulted in the recovery of a substantial quantity of banned synthetic kite string from the Uttam Nagar area.

The operation, which took place on Sunday, led to the seizure of approximately 2,040 rolls of the prohibited synthetic kite string. This marks one of the largest seizures in recent enforcement actions aimed at curbing the use of this dangerous material. The arrested individuals are currently under investigation to determine the extent of their network and the source of the illicit manjha.

Chinese manjha, characterized by its plastic or nylon base often coated with powdered glass, poses a severe threat to human life, animals, and the environment. Its razor-sharp edges can cause fatal injuries. The National Green Tribunal (NGT) had previously banned the production, storage, sale, and use of Chinese manjha in 2017 due to its detrimental impact. Several states, including Delhi, Uttar Pradesh, Karnataka, Andhra Pradesh, and Maharashtra, have also enacted bans on nylon and other synthetic non-biodegradable threads used for kite flying.

The NGT’s ban, along with subsequent directives from bodies like the Delhi High Court, aims to prevent the injuries and fatalities that have become tragically associated with the use of this hazardous string. Despite these prohibitions, the illegal trade of Chinese manjha continues, particularly in the lead-up to festivals like Independence Day and Makar Sankranti, when kite flying activity surges.

Previous enforcement actions across Delhi have seen the seizure of thousands of rolls of Chinese manjha and the arrest of numerous individuals involved in its trade. In August 2025, Delhi Police seized 112 rolls of the banned manjha in separate incidents, arresting three people. In July 2025, over 1,200 rolls were confiscated, leading to three arrests. Similar crackdowns have occurred in prior years, highlighting the persistent challenge authorities face in eradicating the illegal trade.

The Bharatiya Nyay Sanhita, 2023, has also introduced stricter penalties, with violations potentially leading to imprisonment of up to five years and substantial fines. Section 223 of the BNS categorizes the use of Chinese manjha as a punishable offense, carrying a fine of INR 5,000 or imprisonment up to one year. Furthermore, causing death by negligence involving banned string can lead to up to five years of imprisonment under Section 106(1) of the BNS.

The police are continuing their investigation to uncover the larger supply chain and identify other individuals involved in the illegal manufacturing, import, and distribution of Chinese manjha. Authorities are urging citizens to report any instances of its sale or use to aid in these enforcement efforts and promote safer celebrations.
