The Central Bureau of Investigation (CBI) has initiated legal proceedings by filing a chargesheet against Ninex Developers Ltd, a real estate firm, and one of its directors. The charges pertain to alleged fraudulent practices associated with a housing project located in Gurugram, Haryana. This development marks the eleventh such filing by the CBI in a series of investigations into builder-banker nexus cases that have reportedly defrauded thousands of homeowners.
Information was available with The Chenab Times indicating that the company’s director is accused of misleading homebuyers and investors through false assurances and deceptive representations. These actions allegedly resulted in financial gains for the company at the expense of the buyers.
The broader investigation into the nexus between builders and financial institutions was ordered by the Supreme Court. The apex court, on April 29, 2025, directed the CBI to register seven preliminary inquiries targeting builders operating within the National Capital Region (NCR). Subsequently, the court expanded its directive, ordering the agency to file First Information Reports (FIRs) in cases where homebuyers were allegedly duped through subvention schemes.
A spokesperson for the CBI stated that the agency is currently investigating 50 cases. These cases were registered based on the Supreme Court’s directives and involve various construction companies and unknown officials from financial institutions across the country. The allegations in these cases include cheating, diversion of funds, and defrauding homebuyers.
Prior to this chargesheet, the CBI had already filed similar charges against several other real estate companies and their directors. These include Rudra Buildwell Constructions Pvt Ltd, Dream Procon Pvt Ltd, Jaypee Infratech Ltd, AVJ Developers (India) Pvt Ltd, Chandigarh Developers Pvt Ltd, Sequel Buildcon Pvt Ltd, Logix City Developers Pvt Ltd, Manju J Homes India Ltd, and Shubhkamna Buildtech Pvt Ltd. The investigations also extend to officials from various banks and financial institutions implicated in these alleged fraudulent activities.
The involvement of the CBI in these cases underscores a nationwide effort to address widespread allegations of financial impropriety and consumer fraud within the real estate sector. The Supreme Court’s intervention reflects a commitment to safeguarding the interests of homebuyers who have been victims of misleading practices and financial malfeasance.
