Maharashtra Zilla Parishad Teachers Fall Short on TET Qualification: Four in Five Unqualified

Mumbai, Maharashtra – A significant number of teachers serving in Zilla Parishad schools across Maharashtra are currently not meeting the mandatory Teacher Eligibility Test (TET) qualification, with approximately four out of every five teachers lacking the necessary certification. This finding has emerged from a recent status review conducted by the state’s Tribal Development Department.

Supreme Court Mandates Qualification for In-Service Teachers

The Supreme Court of India has mandated that all in-service teachers must possess the TET qualification. Following this directive, the state’s Tribal Development Department initiated a review to ascertain the current status of TET qualifications among teachers. The department aims to raise awareness among educators regarding the importance of obtaining this qualification to continue their service in the state’s Zilla Parishad schools.

Lack of Qualification Poses Challenge for Teachers and Education System

The statistics indicate a substantial gap in the required qualifications for a large segment of the teaching workforce within the Zilla Parishad system. This situation presents a considerable challenge, as TET certification is a prerequisite for appointment as a teacher for Classes I to VIII in government and government-aided schools across India, as per the Right of Children to Free and Compulsory Education Act, 2009. The Maharashtra TET (MAHA TET) is conducted by the Maharashtra State Council of Examination (MSCE) and is essential for determining the eligibility of candidates for teaching positions.

The MAHA TET exam is held at two levels: Paper I for primary teachers (Classes 1-5) and Paper II for upper primary teachers (Classes 6-8). Candidates aspiring to teach across both levels must clear both papers. The qualification ensures that teachers possess the minimum necessary skills and knowledge to impart education effectively. The MAHA TET certificate, once obtained, is valid for a lifetime, providing long-term eligibility for teaching roles.

Background of TET and Teacher Eligibility in Maharashtra

The Teacher Eligibility Test (TET) was introduced nationwide in 2011 to enhance the quality of teaching standards. Teachers already in service were given a stipulated period to acquire the TET qualification. In Maharashtra, the MAHA TET serves this purpose, with educational qualifications varying for Paper I and Paper II. For Paper I, candidates typically need to have completed Class 12 (Higher Secondary Certificate) with at least 50% marks and possess a Diploma in Elementary Education (D. El. Ed.), or equivalent qualifications as per NCTE regulations. For Paper II, candidates generally require a graduation degree with at least 50% marks and a Bachelor of Education (B. Ed.) degree, or equivalent.

The review by the Tribal Development Department is expected to lead to further actions aimed at addressing the deficit in TET-qualified teachers. The department’s objective is to ensure compliance with national educational standards and to support teachers in acquiring the necessary qualifications. The figures underscore the ongoing efforts to professionalize the teaching cadre in Maharashtra and uphold the quality of education delivered in Zilla Parishad schools.
