The Jammu and Kashmir administration has established district-level committees across all 20 districts to oversee and enhance facilities within hostels managed by various government departments. This initiative aims to ensure consistent monitoring and improvement of living conditions for residents.
Five-Member Committees Established in Each District
Information was available with The Chenab Times that each district will have a five-member committee tasked with conducting these crucial inspections. These committees will be headed by the Additional District Development Commissioner (ADDC) of the respective district.
An order issued by the administration on Wednesday outlines the mandate of these committees. They are directed to conduct monthly inspections of all hostels situated within their jurisdictional areas. The scope of these inspections is comprehensive, covering vital aspects of hostel management and inmate welfare.
Comprehensive Inspection Mandate
The committees will assess the quality and safety of food provided to hostel inmates, ensuring adherence to hygiene and sanitation standards. The living conditions, including the availability and quality of drinking water, waste disposal systems, and the overall condition of the hostel infrastructure, will also be under scrutiny. This includes the state of accommodation, toilets, bathrooms, electricity supply, ventilation, and safety arrangements, according to the order issued by Commissioner-Secretary, General Administration Department, M Raju.
Furthermore, the inspection teams are mandated to examine the maintenance of records, accounts, expenditure, and procurement processes. This is to ensure the proper utilization of funds allocated for hostel facilities and to verify adherence to established financial rules and procedures.
Reporting and Remedial Action
The committees have been instructed to propose remedial measures aimed at improving hostel management, enhancing safety protocols, and elevating the overall welfare and living conditions for all inmates. The findings and recommendations from these monthly inspections will be compiled into comprehensive reports.
These detailed reports will be submitted to the concerned Deputy Commissioners. Following a review of the findings and recommendations, the Deputy Commissioners will forward the reports to the relevant administrative departments. These departments will then be responsible for taking necessary actions based on the submitted assessments, ensuring that improvements are implemented effectively across all departmental hostels in the Union Territory.
