Arunachal Pradesh Governor KT Parnaik has voiced significant concerns regarding persistent issues in the state’s financial management and the recurrent delays in project implementation. He has urged for the adoption of immediate corrective measures to address these shortcomings.

Information was available with The Chenab Times that the Governor’s observations came following a comprehensive review of the Comptroller and Auditor General (CAG) of India’s State Finances Audit Report for the fiscal year concluding March 31, 2025. The report was formally presented by Principal Accountant General Vanlal Chhuanga, highlighting critical areas requiring governmental attention.

Governor Parnaik specifically pointed to instances where funds allocated for developmental initiatives were not utilized efficiently or effectively. He emphasized that such financial mismanagement not only hinders the progress of essential public projects but also impacts the overall economic development of Arunachal Pradesh. The Governor stressed the importance of transparent and accountable financial practices across all government departments and agencies.

The delays in project implementation were also a focal point of the Governor’s critique. He noted that numerous projects, crucial for the state’s infrastructure development, employment generation, and public welfare, are facing inordinate delays. These delays, he explained, often stem from poor planning, inadequate oversight, bureaucratic inefficiencies, and sometimes, a lack of timely decision-making.

Governor Parnaik underscored the direct correlation between effective financial management and the timely completion of development projects. He stated that when financial resources are managed judiciously and with foresight, projects are more likely to stay within budget and adhere to their scheduled timelines. Conversely, lapses in financial oversight can lead to cost overruns, project stagnation, and ultimately, the failure to deliver promised benefits to the citizens.

The Governor called upon the state administration to conduct a thorough investigation into the root causes of these recurring problems. He advocated for the establishment of robust monitoring mechanisms and performance audit systems to ensure accountability. The Principal Accountant General’s report, by providing a detailed account of the state’s financial health, serves as a critical tool for identifying areas that need immediate intervention.

Governor Parnaik stressed the need for a paradigm shift in the approach to financial governance and project management. He urged all stakeholders, including government officials, implementing agencies, and contractors, to recommit themselves to upholding the highest standards of diligence and integrity. The Governor also suggested that capacity-building programs for personnel involved in financial management and project execution could prove beneficial in enhancing their skills and understanding of best practices.
