Jammu and Kashmir has identified four significant urban infrastructure projects with a combined estimated cost of Rs 1,990.37 crore for potential funding under the Government of India’s Urban Challenge Fund (UCF). This initiative aims to accelerate sustainable urban development by blending central assistance, Union Territory contributions, and market-based financing.
According to details received by The Chenab Times, the proposals were recently reviewed in a meeting chaired by Chief Secretary Atal Dulloo. The Chief Secretary assessed the progress of the Housing and Urban Development Department (H and UDD) in selecting and shortlisting projects for submission to the Centre’s key urban financing program.
The collective estimated cost of the four shortlisted projects stands at Rs 1,990.37 crore. Of this amount, Rs 495.86 crore is proposed as Central assistance, Rs 486.12 crore as a Union Territory contribution, and approximately Rs 1,008.38 crore is expected to be mobilized through market-based financing mechanisms.
Mandeep Kaur, Commissioner Secretary of the Housing and Urban Development Department, explained to the attendees that the Urban Challenge Fund was designed by the Government of India to support bankable and revenue-generating urban infrastructure projects. The fund encourages a mix of central support, market financing, and contributions from states and union territories.
The selected projects include the Walled City and Nigeen Lakefront Revitalisation project, which focuses on preserving heritage assets while enhancing tourism infrastructure and the urban environment. Another project, TARANG – Tawi Area Regeneration and Green Growth Project, aims for comprehensive regeneration of the Tawi riverfront through sustainable and environmentally conscious development.
Additionally, the Lidder Riverfront Development project is proposed to transform the riverfront into a hub for planned urban growth, positioning Anantnag as a counter-magnet city. The fourth project, KRIPA – Katra Revitalisation through Integrated Pilgrimage Amenities (Transit-Oriented Development), intends to bolster civic infrastructure, improve mobility, and upgrade facilities for pilgrims visiting Katra.
During the review meeting, Municipal Commissioners presented detailed information on the shortlisted projects from their respective administrative areas. The Chief Secretary emphasized the necessity for all submitted proposals to rigorously adhere to the guidelines of the Urban Challenge Fund. He also stressed that proposals must be backed by comprehensive feasibility studies, viable sustainable financing models, and clearly defined implementation strategies.
Furthermore, Mr. Dulloo urged for close collaboration with the Ministry of Housing and Urban Affairs to ensure the timely appraisal and subsequent approval of these projects. He instructed officials to expedite the preparation of detailed project reports and to complete all requisite formalities without delay.
The Chief Secretary underscored that the proposed projects should not only address immediate urban infrastructure requirements but also foster long-term economic growth, enhance public services, strengthen urban resilience, and support environmentally sustainable development across the Union Territory of Jammu and Kashmir.
