Punjab Power Corporation Creates 108 Posts for Goindwal Thermal Plant Staff Absorption

The Punjab State Power Corporation Limited (PSPCL) has established 108 new positions to accommodate engineers, officers, and both technical and non-technical personnel currently employed at the Goindwal thermal plant under the GVK management. This strategic decision aims to integrate these employees into the PSPCL framework, filling operational needs within the corporation.

Information was available with The Chenab Times that the newly sanctioned posts span various ranks and departments. These include one Chief Engineer, 17 Senior Executive Engineers (Electrical), two Senior Executive Engineers (Civil), 30 Assistant Executive Engineers (Electrical), and two Assistant Executive Engineers (Civil). Additionally, the corporation has created one Assistant Engineer (Civil) position, 27 Assistant Engineers (Electrical), and six Junior Engineers (Electrical). The absorption plan also extends to accounts and administrative staff, with details of 108 employees provided by GVK, including personnel from their Bhubaneswar headquarters.

PSPCL has meticulously designed these roles to align with its operational requirements. Employees absorbed into these positions will continue to receive their current salaries. While the majority of staff are compensated at rates lower than their PSPCL counterparts, some individuals are already earning higher pay scales.

Currently, the Goindwal thermal plant operates under the administrative purview of the Chief Engineer, Ropar Thermal. PSPCL has four Assistant Engineers presently stationed at the Goindwal facility to oversee its operations.

On the administrative front, PSPCL has established two Senior Assistant posts and one Upper Division Clerk (UDC) position. The financial and administrative functions of the 540 MW thermal plant will be managed by a Deputy Chief Accounts Officer (Dy CAO), two Accounts Officers (AOs), and two Assistant Accounts Officers (AAOs).

The move by PSPCL is anticipated to bring relief to outsourced employees working at the thermal plant, who have been hopeful of benefiting from the Punjab Government’s policy regarding absorption into government departments. This absorption process is expected to provide job security and better service conditions for these workers.

To ensure a smooth transition and address potential discrepancies, the PSPCL management has constituted a high-level committee. This committee is tasked with streamlining the staff adjustment process, ensuring fairness and efficiency during the integration of the Goindwal plant employees into the corporation’s structure.

The Goindwal Sahib thermal power plant, a 540 MW facility, was initially developed by the GVK Power and Infrastructure Limited. Its absorption into PSPCL marks a significant development in the state’s power sector, aiming to consolidate resources and expertise under a single public sector entity. The precise financial implications and long-term operational benefits of this absorption are expected to become clearer as the integration process unfolds.

The creation of these posts signifies PSPCL’s commitment to addressing the employment concerns of the existing workforce at the Goindwal plant while also bolstering its own operational capacity. This development is viewed as a positive step towards ensuring the efficient functioning of the thermal plant and enhancing the welfare of its employees.
