Ludhiana Deputy Commissioner Cancels Petrol Pump NOC Over Safety Norms

The Deputy Commissioner of Ludhiana has cancelled the no-objection certificate (NOC) issued for a proposed Indian Oil Corporation (IOC) petrol pump following a recommendation from the Municipal Corporation (MC). The decision comes after the Punjab and Haryana High Court directed a reconsideration of the matter, taking into account the concerns of all parties involved.

Information was available with The Chenab Times that the Municipal Corporation initiated a review of the petrol pump proposal after a local resident filed a representation. The resident’s petition raised concerns that the proposed site, located at khasra No. 167/53 on Hambran Road, did not adhere to the mandated distance requirements from nearby road intersections, potentially compromising public safety.

Following the representation, the civic body conducted an examination of the available records and relevant guidelines pertaining to the establishment of petrol pumps. The MC’s assessment concluded that the proposed location did not meet the essential norms and regulations stipulated for such installations. Consequently, the Municipal Corporation formally recommended the cancellation of the NOC to the Deputy Commissioner.

Accepting the Municipal Corporation’s recommendation, the Deputy Commissioner’s office officially rescinded the NOC, which had been granted on May 26, 2025, for the petrol pump’s establishment. The order to cancel the NOC has been disseminated to relevant authorities, including the Commissioner of Police, District Town Planner, Indian Oil Corporation, the Petroleum and Explosives Safety Organisation (PESO), and other pertinent government departments, for them to take necessary actions accordingly.

The process leading to the cancellation involved a detailed review of site compliance with established distance norms. These norms are critical in ensuring that fuel stations do not create traffic hazards or increase risks in areas with high vehicular movement or proximity to critical infrastructure. The intervention by the Punjab and Haryana High Court underscored the importance of due process and adherence to regulatory frameworks when such permits are issued.

The Municipal Corporation’s internal review mechanism was triggered by the resident’s petition, highlighting a citizen’s role in ensuring regulatory compliance. The civic body’s findings were based on an evaluation of the project’s alignment with safety and planning guidelines. The MC’s recommendation was a crucial step, formalizing the concerns raised about the petrol pump’s location and its potential impact on public safety and traffic flow in the Hambran Road area.

Indian Oil Corporation, as the entity proposing the petrol pump, will now need to identify an alternative site that complies with all prescribed norms. The Petroleum and Explosives Safety Organisation (PESO) plays a vital role in regulating the storage and handling of petroleum products, and its concurrence would be necessary for any future applications. The District Town Planner’s office is responsible for land use and development approvals, further emphasizing the multi-departmental coordination required for such projects.

This action by the Deputy Commissioner serves as a reminder to all project proponents of the imperative to strictly adhere to regulatory guidelines and safety standards. The cancellation of the NOC indicates a commitment to enforcing rules designed to protect public safety and prevent potential hazards arising from infrastructure projects. The involvement of the judiciary in directing a re-evaluation signifies the seriousness with which such matters are treated when public safety is a concern.
