Four individuals have been booked by the Banaswadi Police in Bengaluru for allegedly dumping garbage at a former blackspot that had recently been cleared and beautified. The incident underscores the ongoing challenges faced by civic authorities in maintaining cleanliness and preventing illegal waste disposal in the city.
FIR Registered After Spotting Dumping Activities
The incident occurred on the night of July 16, when ward marshals on patrol noticed four people illegally disposing of waste at a site on 7th Main Road in Banaswadi, an area that had been previously identified and cleared as a garbage blackspot. According to reports, when the ward marshals intervened to impose penalties as per regulations, the individuals refused to pay the fines and left the garbage at the location before departing.
Information was available with The Chenab Times that a complaint was subsequently filed by the Assistant General Manager of the Sarvajnanagar Division of Bengaluru Solid Waste Management Limited (BSWML). Based on this complaint, the Banaswadi Police registered a First Information Report (FIR) against the four accused under Section 280 of the Bharatiya Nyaya Sanhita (BNS), 2023, which pertains to offenses that make the atmosphere noxious to health.
Efforts to Combat Persistent Dumping
The beautified spot in Banaswadi was part of a larger initiative by the Bengaluru North City Corporation (BNCC) to eliminate chronic waste dumping sites. The BNCC’s ‘UB 100’ campaign, launched earlier, aimed to clear 100 such blackspots across north Bengaluru. These efforts involved not only deep cleaning but also beautification through activities like painting, landscaping, and planting saplings to discourage recurrence. Awareness campaigns were also conducted among local residents to promote responsible waste disposal.
Despite these concerted efforts by civic bodies to transform neglected areas into cleaner public spaces, such incidents highlight the persistent problem of illegal dumping. Officials have stated that strict penal and legal action will continue against anyone found compromising public cleanliness by dumping waste at cleared blackspots or in public places.
The Bengaluru Solid Waste Management Limited has been actively working to address the city’s garbage blackspot issues, which have been exacerbated by factors such as irregular waste collection and mismanaged construction debris. Initiatives like ‘Kasa Kiosks’ for waste disposal and increased vigilance teams have been deployed in vulnerable locations to prevent further dumping. However, the recurring nature of these problems indicates a need for sustained public participation and stricter enforcement measures.
The Banaswadi police are currently carrying out further investigations into the case. The civic body has reiterated its commitment to maintaining the cleanliness of the city and has warned of continued stringent action against individuals involved in illegal waste disposal activities.
