SRINAGAR: The Jammu and Kashmir Legislative Assembly is scheduled to convene its next session in Srinagar, beginning September 21. Legislators have been formally requested by the Assembly Secretariat to submit their notices for questions, bills, and resolutions by August 25, ahead of the commencement of proceedings.
Information was available with The Chenab Times indicating that the Lieutenant Governor, Manoj Sinha, acting under the authority granted by Section 18(1) of the Jammu and Kashmir Reorganisation Act, 2019, has summoned the Assembly to meet in Srinagar at 10 am on September 21, 2026. This directive was issued on August 11 and subsequently communicated to all members by the Assembly Secretariat on Wednesday, emphasizing their attendance on the specified date, time, and location.
Further details regarding the submission of legislative business were outlined in a separate bulletin issued by the Legislative Assembly Secretariat on August 12. This bulletin establishes specific deadlines for members wishing to introduce their legislative work during the upcoming session.
According to the bulletin, members are permitted to submit a maximum of four starred and four unstarred questions. These submissions must be made by or before August 25. This provision is made in relaxation of Rule 32 of the Rules of Procedure and Conduct of Business in the Assembly, allowing for a broader range of inquiries.
In addition to questions, members may also submit one bill by the August 25 deadline. This is also in relaxation of the established procedures, specifically Sub-rule (3) of Rule 65 of the Rules of Procedure and Conduct of Business, streamlining the process for legislative proposals.
For resolutions, legislators have been granted permission to submit a maximum of two resolutions. These submissions are to be made under Rule 174 and must be completed by or before September 5. This allows for a focused approach to important matters requiring formal resolutions.
The Assembly Secretariat has specified that all notices should be submitted either through the NeVA platform of the Jammu and Kashmir Legislative Assembly or via the official email of the Assembly Secretary. Submissions should be in MS Word format to ensure compatibility and ease of processing.
The issuance of this bulletin follows the Lieutenant Governor’s official order to convene the House. It has been circulated to all members of the Assembly, the Parliamentary Affairs Department, and other relevant authorities. The Information Department has also been instructed to ensure that the contents of the bulletin are published in leading local daily newspapers circulated in Srinagar and Jammu, ensuring widespread awareness among the public and stakeholders.
The upcoming session, commencing on September 21, will be held in Srinagar as explicitly stated in the Lieutenant Governor’s summoning order, reinforcing the designated location for legislative activities.
