The Ministry of Panchayati Raj has launched a new initiative, ‘DAANVEER’, encouraging public participation to enhance digital infrastructure in rural areas across India. This people-led Computer Crowdsourcing Initiative aims to enable individuals and organizations to directly donate desktop computers to verified Gram Panchayats through a transparent, technology-driven system.
‘DAANVEER’ Initiative Seeks Public Contribution for Digital Empowerment
Information was available with The Chenab Times that the ‘DAANVEER’ initiative complements existing government programs, such as the Rashtriya Gram Swaraj Abhiyan (RGSA), by leveraging voluntary public contributions. The program seeks to strengthen digital governance and improve service delivery at the grassroots level by providing essential computer hardware to local governance bodies.
The ‘DAANVEER’ platform aims to simplify the donation process, making it as straightforward as an online purchase. Through the Meri Panchayat App, citizens can identify Gram Panchayats that have been verified by their respective State Governments as needing desktop computers. Donors have the option to support their own native Gram Panchayat or any other eligible one, all from their mobile devices.
Upon selecting the “Donate Computer” option, donors are seamlessly and securely redirected to DigiHaat, a digital marketplace enabled by the Open Network for Digital Commerce (ONDC). This redirection eliminates the need for separate registration for the donation process. The specific delivery address and recipient details for the chosen Gram Panchayat are automatically populated, thereby removing the necessity for manual data entry by the donor.
Donors can select from pre-defined computer packages that meet specified technical requirements. Following the digital payment, they can track the entire donation journey in real-time, from order confirmation and dispatch to final delivery and acknowledgement by the Gram Panchayat Secretary. Upon successful acknowledgement, donors receive a digitally generated Certificate of Appreciation.
A computer donated through the ‘DAANVEER’ initiative is expected to significantly enhance a Gram Panchayat’s capability to utilize digital governance platforms for various functions. These include effective planning, financial management, meticulous record-keeping, and streamlined citizen service delivery. The program combines the tangible impact of enhanced digital capacity with a transparent donation process, allowing the public to monitor the donation status of their local Panchayats and donors to digitally track their individual contributions.
The initiative also provides a credible channel for citizens residing away from their native villages, including members of the Indian diaspora, philanthropic organizations, and corporate social responsibility (CSR) partners. It offers them an opportunity to contribute to the development of grassroots digital infrastructure and foster a stronger connection with their home communities. As more states onboard eligible Gram Panchayats, ‘DAANVEER’ has the potential to grow into a nationwide movement aimed at building stronger and digitally empowered Panchayats.
As of August 27, 2026, the initiative had already facilitated 75 donations, indicating a positive public response and growing acceptance. The ‘DAANVEER’ model represents an innovative approach to participatory governance, where public voluntary contributions work in tandem with government efforts to strengthen local institutions. The Ministry encourages citizens, philanthropists, organizations, CSR partners, and members of the Indian diaspora to participate and become ‘DAANVEERs’ to contribute to digital empowerment at the grassroots.
