New Delhi: The central government has officially notified the select lists of officers from the Jammu and Kashmir Civil Service for induction into the Indian Administrative Service (IAS) under the promotion quota. This move encompasses officers from the 2019 and 2020 selection years, marking a significant step in the career progression for state civil servants.
According to details received by The Chenab Times, the Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training, issued the notification on August 28, 2026. The decision was made in accordance with the provisions of the Indian Administrative Service (Recruitment) Rules, 1954, read in conjunction with the IAS (Appointment by Promotion) Regulations, 1955.
2019 Selection Year
The select list for the 2019 selection year, comprising vacancies that occurred between January 1 and December 31, 2019, includes a total of 18 officers from the Jammu and Kashmir segment of the State Civil Service. These officers are Babila Rakwal, Anil Koul, Shabnam Shah Karnili, Dr. Ghulam Nabi Itco, Rachna Sharma, Leela Padha, Kusum Badyal, Vivek Sharma, Rajinder Singh Tara, Tariq Hussain Ganai, Munir-ul-Islam, Mohammad Harun Malik, Nisar Ahmad Wani, Jatinder Singh, Sajjad Hussain Ganai, Anoo Malhotra, Shamim Ahmad, and Nitu Gupta.
2020 Selection Year
For the 2020 selection year, the select list addresses vacancies arising between January 1 and December 31, 2020. This list features five officers: Nisar Ahmad Wani, Prediman Krishan Bhat, Tariq Ahmad Zargar, Bhawani Rakwal, and Smita Sethi. These selections are made for filling promotion quota vacancies within the AGMUT (Arunachal Pradesh-Goa-Mizoram-Union Territories) cadre of the IAS.
Information was available with The Chenab Times indicating that the preparation of these select lists was completed on April 24, 2026, under Regulation 5(5) of the IAS (Appointment by Promotion) Regulations, 1955. The lists subsequently received approval on August 3, 2026, under Regulation 7(2), confirming the nominated officers for induction.
Provisional Inclusion and Cadre Information
The notification highlights that the name of Nisar Ahmad Wani has been included provisionally in both the 2019 and 2020 select lists. This provisional status is contingent upon the Jammu and Kashmir administration granting him an Integrity Certificate. The central government also noted that one officer’s name in the 2020 select list was included in addition to the normal size of the list, in adherence to the second proviso of Regulation 5(5) of the IAS (Appointment by Promotion) Regulations, 1955. The induction process is specifically for the AGMUT cadre, which includes the Union Territory of Jammu and Kashmir.
