Jammu and Kashmir: Migrant Employees Association Demands Promotions for PM Package Staff

Srinagar, September 7: The All-Migrant Employees Association Kashmir (AMEAK) has lodged a strong appeal with the Jammu and Kashmir administration, demanding timely promotions for teachers, Multi-Tasking Staff (MTS), and Data Entry Operators appointed under the Prime Minister’s Package. The association highlighted that many employees have been working without any career advancement for over 16 years, a situation they deem a significant injustice.

Information was available with The Chenab Times indicating that a substantial majority, approximately 70 percent, of employees recruited under the PM Package in 2010 were teachers. Despite accumulating the requisite years of service, these educators have reportedly not received any promotions since their initial appointment.

The AMEAK president, Rubon Saproo, stated that MTS employees within the Revenue Department and Data Entry Operators in the Finance Department are facing parallel stagnation issues. He noted that while MTS employees in the Finance Department have already undergone the Departmental Promotion Committee (DPC) process, they are still awaiting the formal issuance of their promotion orders.

Saproo referenced Government Order No. JK-34-DMRRR, issued in 2022, which he said provides a clear framework for considering PM Package employees for promotion. This order suggests the creation of a parallel promotion list, distinct from the general cadre, to facilitate promotions for package employees. Crucially, the order stipulates that these promotions should not be contingent upon promotions within the general cadre, acknowledging the distinct and supernumerary nature of the PM Package appointments.

The association urged the government to implement the provisions of the 2022 order comprehensively. Saproo emphasized that despite the existence of a specific government directive aimed at facilitating promotions for package employees, teachers appointed under this scheme have been systematically denied this fundamental career progression for years.

The AMEAK president further pointed out that an estimated 80 percent of the package teachers appointed in 2010 are projected to retire within the next six to ten years. He argued that withholding promotions from these employees is not only unfair but also undermines the very purpose for which these provisions were made, failing to acknowledge their dedicated service.

The association also called for equitable treatment for MTS employees in the Revenue Department and Data Entry Operators in the Finance Department regarding promotions. They reiterated the demand for the immediate issuance of formal promotion orders for the MTS employees of the Finance Department who have successfully cleared the DPC stage.

Saproo stressed that these employees have dedicated over a decade of service under challenging circumstances. He stated that maintaining their stagnant positions since their initial appointment is neither just nor in consonance with the spirit of the existing government order that aims to streamline their career growth.
