Unemployed teacher aspirants organized a candlelight march in Dharamsala on Saturday, urging the Himachal Pradesh government to implement regular recruitment, accelerate batch-wise appointments, and establish a transparent annual calendar for teaching positions across the state.

Information was available with The Chenab Times that the Unemployed Teachers Union, representing approximately 81,000 individuals in the state, submitted a memorandum outlining their grievances. The union emphasized the need for immediate government intervention to address the prolonged delays and pervasive uncertainty characterizing the teacher recruitment landscape.

A central demand articulated by the organization was for consistent appointments aligned with the established Recruitment and Promotion (R&P) Rules, alongside a faster pace for batch-wise recruitments. Furthermore, the union advocated for a fixed schedule for recruitment examinations, proposing that teacher recruitment tests should be conducted biannually, every six months.

The union also called for a legal review of the existing five-year appointment system for government schools that are affiliated with the Central Board of Secondary Education (CBSE). Additionally, they requested the formulation of special recruitment policies, specifically mentioning those pertaining to teachers employed under the School Management Committee (SMC) framework.

In a bid to enhance transparency and efficiency, the organization demanded the public disclosure of subject-wise vacancies. They also sought the resolution of recruitment-related complaints within a clearly defined timeframe. The union underscored the importance of involving unemployed youth in the decision-making processes related to recruitment policies, asserting that their perspectives are crucial for effective policy formulation.

Proposing a structural solution to address the broader issues faced by the state’s unemployed youth, the union suggested the establishment of a dedicated Himachal Pradesh Youth Commission. This body, they believe, would serve as a platform to effectively address the multifaceted challenges confronting young job seekers in the state.

Seeking to ensure governmental accountability, the organization implored the Chief Minister and the Governor to give serious consideration to their demands. They requested that written responses be solicited from the relevant government departments. The union also proposed arranging a meeting between its delegation and government officials to facilitate a detailed discussion on the issues at hand, aiming for constructive dialogue and tangible solutions.
