Two Detained Under Public Safety Act in Jammu and Udhampur Districts

JAMMU, April 19 – Two individuals, including an alleged cattle smuggler, have been detained under the controversial Public Safety Act (PSA) in separate incidents in Jammu and Kashmir’s Jammu and Udhampur districts, police said on Friday.

Lakhit Ali alias Liaqat, a resident of Sira Manjla village in Ramnagar, was detained under the PSA following orders from the Udhampur district magistrate, a police spokesperson said in a statement. Ali, who has been booked in several cases related to cattle smuggling, was described as a recurring threat to public order in the region.

In a separate case, Raman Kumar, a resident of Kathar village in Arnia, was also detained under the PSA in Jammu district. Police described Kumar as a “notorious criminal” with a long history of violent and heinous offences.

“Despite multiple arrests and legal proceedings, Kumar continued his involvement in criminal activities and posed a serious threat to public peace and safety,” the spokesperson said, adding that his preventive detention was deemed necessary after routine legal actions failed to deter him.

Authorities said multiple FIRs had been registered against both individuals. Kumar has been lodged in Udhampur district jail following his detention, officials said.

The PSA is a preventive detention law that allows authorities to detain individuals without formal charges or trial for up to two years in certain cases, often citing threats to public order or national security.
