Lucknow, Uttar Pradesh – The Uttar Pradesh government has announced significant policy reforms and a cluster-based development approach aimed at transforming the state’s poultry ecosystem. These initiatives have reportedly led to a 100% growth in the sector over the past decade, strengthening rural livelihoods and enhancing nutritional security.

Poultry Sector Witnesses Remarkable Growth

The state’s poultry sector has experienced substantial growth, significantly improving egg availability for consumers. Egg production is estimated to have increased from approximately 363 crore eggs in 2021 to an anticipated 720 crore eggs by the fiscal year 2025-2026, marking a near doubling of production. This growth rate has outpaced the increase in the state’s population, indicating a robust expansion in the industry.

Uttar Pradesh Poultry Development Policy 2022 at the Core

Central to this transformation is the Uttar Pradesh Poultry Development Policy (Kukkut Vikas Niti 2022). This policy actively facilitates private investment in layer, broiler parent, and integrated poultry units. Its primary objectives include boosting rural protein security and fostering entrepreneurship within the state. The policy streamlines access to incentives through the Nivesh Mitra 3.0 platform, offering interest subvention for units of various capacities, ranging from 10,000 to 90,000 birds and above.

The government has introduced a flexible capacity framework for both layer farms (10,000 to 90,000 birds and above) and broiler parent farms (10,000 to 30,000 birds and above). Furthermore, the policy allows for the expansion of existing units, making brownfield expansions eligible for incentives. To attract external private investment, the policy maintains open eligibility for investors from other states. A structured incentive framework is in place, with a subsidy cap of ₹100 lakh, tied to capacity-wise investment norms.

Key Policy Reforms and Incentives

The Uttar Pradesh Poultry Development Policy 2022 aims to make the state self-reliant and export-oriented by bridging the gap between the demand and supply of poultry products. Under the policy, a target has been set to establish commercial layer farms capable of producing 190 lakh eggs per day and broiler parent farms to produce 172 lakh broiler chicks annually within the next five years. This aligns with the state government’s broader economic goals, including achieving a trillion-dollar economy, and is expected to create significant employment opportunities in the primary sector.

Specific incentives include a 7% interest reimbursement for five years on bank loans for commercial layer farms and broiler parent farms. The financing model typically involves 30% margin money and 70% bank loan. Additionally, poultry units established under the scheme are eligible for a 100% rebate on electricity duty for ten years, covered by the Animal Husbandry Department’s budget. A 100% exemption on stamp duty is also provided for land purchased or leased for unit establishment.

Fostering Entrepreneurship and Nutritional Security

The policy is designed to increase the availability of eggs and poultry meat, thereby improving protein intake for the state’s population. It also aims to generate self-employment opportunities, contributing to the doubling of farmers’ incomes. The initiative is projected to attract an investment of ₹1500 crore over the next five years through the development of entrepreneurship in animal husbandry.

In line with these policy objectives, the Uttar Pradesh Poultry Conclave 2026 was recently held in Lucknow. The event, which brought together policymakers, industry leaders, entrepreneurs, scientists, veterinarians, and farmers, underscored the state’s commitment to the poultry sector’s growth, sustainability, and rural empowerment. During the conclave, investment proposals worth ₹2,267.42 crore were secured through Memoranda of Understanding (MoUs) signed with 36 investors, further reinforcing Uttar Pradesh’s position as an emerging poultry hub.

Discussions at the conclave focused on integrated approaches to disease management, nutrition, innovation, sustainability, and digital adoption. Experts also deliberated on strategies to address the current shortage in egg production and to position Uttar Pradesh as an export-oriented poultry destination. Participants were informed about government schemes, financial assistance, and the Uttar Pradesh Poultry Development Policy 2022, which is crucial for accelerating sectoral growth and achieving self-reliance in egg production.
