SRINAGAR: Authorities in Jammu and Kashmir’s Doda district have imposed new regulations requiring prior written permission for all trekking, hiking, and camping activities in the Bhaderwah subdivision. The move, aimed at enhancing security and mitigating risks from natural hazards, came into effect immediately and will persist until further notice.
According to details received by The Chenab Times, the order was issued by Sunil Kumar Bhityal, the Additional Deputy Commissioner of Bhaderwah, under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). The directive, dated July 3, stipulates that no individual, group, trekking agency, tour operator, guide, institution, or organization can organize or facilitate any adventure activity within Bhaderwah’s jurisdiction without securing explicit permission from the competent authority.
The administration cited prevailing security concerns, the region’s challenging terrain, potential adverse weather conditions, and the risk of landslides and flash floods as primary reasons for the restrictions. These measures are intended to facilitate better oversight, coordination among agencies, and to ensure the safety of the public engaged in adventure tourism.
The order includes an exemption for nomadic communities, such as Gujjar-Bakarwals and Gaddies, whose movements will, however, still be subject to permission from the relevant authorities. This exception acknowledges the traditional migratory patterns of these communities while maintaining a framework for oversight.
Law enforcement agencies, including the local police and the Army, along with the Bhaderwah Development Authority and the Forest Department, have been directed by the administration to strictly enforce these new regulations. Executive Magistrates are also tasked with ensuring compliance.
Violators of this order will face punitive action under the provisions of the Bharatiya Nagarik Suraksha Sanhita (BNSS), the Bharatiya Nyaya Sanhita (BNS), and any other applicable laws. The administration has warned that non-compliance will not be tolerated, emphasizing the seriousness of the safety and security protocols being implemented.
