Jammu and Kashmir has received a significant allocation of Rs 3,974.88 crore in central funding over five financial years, spanning from 2021-22 to 2025-26, primarily for the National Health Mission (NHM) and the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM). This financial support aims to bolster healthcare infrastructure and services across the Union Territory.
According to details received by The Chenab Times, the central releases under the NHM amounted to Rs 3,973.74 crore, while the PM-ABHIM received Rs 171.25 crore during the specified period. These figures were conveyed in a written response by the Minister of State for Health and Family Welfare, Prataprao Jadhav, to the Rajya Sabha on Tuesday.
The financial assistance under the NHM demonstrated a year-on-year increase from Rs 459.10 crore in the 2021-22 fiscal year to Rs 651.52 crore in 2022-23, followed by Rs 805.22 crore in 2023-24, and Rs 1,040.76 crore in 2024-25. The allocation for 2025-26 stood at Rs 1,017.14 crore. Concurrently, releases under the PM-ABHIM for the same period were Rs 16.11 crore, Rs 1 crore, Rs 44.01 crore, Rs 60.44 crore, and Rs 49.69 crore, respectively.
The government further stated that approximately 25 lakh families in Jammu and Kashmir are currently enrolled in the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), in convergence with the AB-PMJAY SEHAT scheme. Of this total, 6.70 lakh families are covered under the central AB-PMJAY scheme, with the remaining eligible families receiving coverage exclusively through the AB-PMJAY SEHAT initiative.
District-wise data compiled for the period between 2021-22 and 2025-26 indicated that Jammu district recorded the highest number of authorized hospital admissions under the PM-JAY scheme, with 2,10,408 admissions. Srinagar followed with 1,97,433 admissions, and Baramulla registered 1,67,555 admissions. At the lower end, Kishtwar district reported 27,623 authorized admissions among the districts for which data was provided.
The implementation of the eSanjeevani telemedicine platform has also been effective across Jammu and Kashmir. As of July 2026, the Union Territory had facilitated 18,85,362 teleconsultations through this platform. Information was available with The Chenab Times indicating that 3,174 Ayushman Arogya Mandirs (AAMs), including AAM-Ayush facilities, are now operational in the region.
Analysis of teleconsultations through eSanjeevani shows Budgam district leading with 1,92,567 consultations, followed by Rajouri with 1,80,423, and Anantnag with 1,37,565 consultations. Kishtwar district recorded 13,410 teleconsultations via the platform.
Regarding efforts to combat tuberculosis, the Centre reported that 6,554 cases had been notified in Jammu and Kashmir between January and June 2026, based on data available on the Ni-kshay portal as of August 6. Jammu district reported the highest number of notifications with 2,478 cases, followed by Srinagar with 687 cases, Udhampur with 656 cases, and Doda with 596 cases.
The National Health Mission is designed to support improvements in healthcare infrastructure and enhance the availability of human resources. The Pradhan Mantri Ayushman Bharat Health Infrastructure Mission, on the other hand, focuses on strengthening infrastructure such as Sub-Health Centres, Urban Ayushman Arogya Mandirs, Block Public Health Units, Integrated District Public Health Laboratories, and Critical Care Hospital Blocks. Public health and hospitals are matters that fall under the jurisdiction of the respective State and Union Territory governments for their implementation.
