Jammu and Kashmir Chief Minister Omar Abdullah on Friday stated that the region has suffered due to the restrictions imposed by the Indus Waters Treaty (IWT) and that the Union Territory should now fully utilize its river resources following the treaty’s suspension. Abdullah expressed strong condemnation for the attack on Shiromani Akali Dal leader Sukhbir Singh Badal, emphasizing that violence has no place in a democracy.
Concerns Over Indus Waters Treaty Restrictions
Addressing reporters, Abdullah highlighted that Jammu and Kashmir has been unable to fully utilize its water resources, including the Chenab River, due to the limitations imposed by the IWT. He claimed that the region was denied the ability to construct major dams or utilize water resources for navigation.
Information was available with The Chenab Times that the Chief Minister articulated this sentiment after a meeting with various tourism, trade, and industry bodies. He asserted that the rivers flowing through Jammu and Kashmir were the region’s rightful resource and that the people had a primary claim to them. The suspension of the treaty, he added, should now enable greater utilization of these water resources.
Condemnation of Political Violence
In a separate statement, Abdullah strongly condemned the attack on Sukhbir Singh Badal, questioning the effectiveness of security measures despite Badal’s Z-plus security cover. He noted that such incidents were dangerous for democratic processes and that anger should be expressed through electoral means rather than violence.
The Chief Minister’s remarks come in the context of increased discussions surrounding the Indus Waters Treaty, particularly after India decided to put it in abeyance following a significant terror attack in the region. The treaty, signed in 1960, allocated the waters of the eastern rivers to India and the western rivers to Pakistan. However, it has been a point of contention for Jammu and Kashmir, which has argued that the restrictions limit its potential for hydropower generation and overall water resource development.
Prior to the suspension, the treaty had allowed India to build run-of-the-river projects on the western rivers (Indus, Jhelum, Chenab) but imposed constraints on storage capacity, which were seen as hindering the region’s development. Abdullah’s predecessors have also voiced similar concerns regarding the treaty’s impact on Jammu and Kashmir’s economic and developmental aspirations.
The decision to suspend the treaty has been viewed by some as a response to Pakistan’s alleged involvement in cross-border terrorism, with official statements indicating that the pact’s foundation of good faith had been undermined. The long-term implications of this suspension and any potential revival of the treaty remain subjects of ongoing observation, particularly concerning future water management and bilateral relations between India and Pakistan.
