The Himachal Pradesh Legislative Assembly is poised for a contentious opening to its 10-day Monsoon session, scheduled to commence on Friday. The opposition, primarily the Bharatiya Janata Party (BJP), has signaled its intent to strongly challenge the ruling Congress government, accusing it of political vendetta and a “witch hunt” against its members and political opponents.
Information was available with The Chenab Times indicating that the political atmosphere in the state is intensifying as the Vigilance Bureau has initiated actions against several BJP leaders, including sitting Members of the Legislative Assembly (MLAs). With state Assembly elections anticipated by the end of the next year, the BJP plans to leverage these developments to garner political mileage by highlighting what they describe as politically motivated investigations.
Recent weeks have seen cases registered against prominent BJP figures such as State President Rajeev Bindal, MLAs Sukh Ram Chaudhary, Sudhir Sharma, and Ashish Sharma, along with former MLAs Hoshiyar Singh and Rajinder Rana. The Vigilance Bureau also reportedly quizzed Bharmour legislator Dr. Janak Raj on Thursday, adding him to the list of targeted individuals, according to reports.
Leader of Opposition Jai Ram Thakur has consistently voiced his stance, asserting that the government cannot silence the opposition by fabricating cases. He has stated that opposition leaders are being implicated in false and fabricated cases as a matter of political vendetta, a situation the BJP intends to confront forcefully within the Assembly. The BJP also plans to raise concerns regarding unfulfilled electoral promises made by the Congress during the 2022 Assembly polls, alongside issues related to the state’s deteriorating law and order, and the alleged active presence of forest, mining, liquor, and drug mafias.
Conversely, the Congress government intends to counter the opposition’s offensive. Parliamentary Affairs Minister Harshvardhan Chauhan has indicated that the ruling party will highlight the alleged lack of financial assistance from the Central government, led by Prime Minister Narendra Modi, to Himachal Pradesh. Chauhan stated that the state is facing step-motherly treatment from the Centre, particularly after the withdrawal of the Revenue Deficit Grant (RDG), for which Himachal has not received adequate compensation.
Prior to the session, Vidhan Sabha Speaker Kuldeep Pathania convened an all-party meeting on Thursday. The meeting was attended by Leader of Opposition Jai Ram Thakur and Parliamentary Affairs Minister Harshwardhan Chauhan, among others. The objective of the meeting was to solicit cooperation from all political parties for ensuring the smooth conduct of the legislative proceedings.
Beyond the political sparring, several other critical issues are expected to dominate discussions in the Assembly. These include significant vacancies in the health and education sectors, particularly in the tribal, remote, and difficult-to-access areas of the state. Concerns are also likely to be raised regarding the non-provision of teaching staff to government CBSE schools that have already been notified, a matter that MLAs are expected to bring to the forefront.
MLAs have submitted a substantial number of questions, totaling 1,036, seeking replies from the government on various matters. A significant portion of these questions reportedly pertains to the extensive damages incurred by government infrastructure due to the recent heavy monsoon rains. The government may also introduce new Bills for consideration and passage during the session, potentially addressing key policy areas or responding to recent events.
