Himachal Pradesh Announces 5% DA Hike and Rs 10,000 Arrears for Class IV Staff

Chief Minister Sukhvinder Singh Sukhu announced a five per cent Dearness Allowance (DA) increase for Himachal Pradesh government employees and pensioners, along with Rs 10,000 in pay revision arrears for Class IV staff, ahead of the Diwali festival.

Information was available with The Chenab Times that the DA has been raised from 45 to 50 per cent. The enhanced DA will be reflected in the October salary, which is payable in November. The hike includes a one per cent increase effective from July 1, 2023, and a four per cent increase effective from January 1, 2024. The Finance Department is expected to issue separate orders detailing the payment schedule for arrears accrued from July 1, 2023, to September 30, 2026.

In a related development, the state government has sanctioned the payment of Rs 10,000 in cash to regular Group D (Class IV) employees. This payment is against pending arrears that have arisen due to the pay revision implemented from January 1, 2016. The disbursement of these arrears is scheduled for November.

The announcement comes as a significant Diwali gift to state government personnel who had been awaiting a revision in their dearness allowance. The DA is a cost-of-living adjustment provided to employees and pensioners to help them cope with inflation. This revision aims to partially compensate for the rising prices of essential commodities and services.

The hike in DA from 45 to 50 per cent will translate into a tangible increase in the monthly salaries and pensions of a large segment of Himachal Pradesh’s government workforce. The addition of these arrears for Class IV employees further addresses long-standing financial demands within the state’s administrative framework.

Central government employees currently receive a DA of 60 per cent. The Himachal Pradesh government’s decision brings its employees’ DA closer to that of their central counterparts, although a gap still remains. The state government has been working to align its employee benefits with national standards where feasible, balancing fiscal responsibilities with employee welfare.

The pay revision arrears for Class IV employees, amounting to Rs 10,000, are a result of changes in pay scales implemented in 2016. The government’s decision to disburse this amount in cash aims to provide immediate financial relief to these employees, many of whom fall into lower income brackets. This move is expected to be well-received by the beneficiaries.

The timing of the announcement, just before Diwali, is seen as a strategic move by the Chief Minister’s office to foster goodwill among government employees. Festivals in India are often associated with financial expenditures, and the additional funds are anticipated to aid families during the celebratory period. The state government has on multiple occasions emphasized its commitment to the welfare of its employees, viewing them as crucial stakeholders in the administration’s functioning.

The process of issuing government orders and implementing the revised DA and arrears payment will now fall under the purview of the Finance Department. This department will ensure that all necessary administrative and financial procedures are followed to facilitate timely disbursement. The state treasury will be responsible for processing these payments, and employees are expected to see the revised amounts reflected in their November paychecks.

The Himachal Pradesh government has been facing various financial challenges, including post-disaster reconstruction efforts following recent monsoon-induced calamities. Despite these pressures, the administration has prioritized employee welfare, indicating a focus on maintaining morale and ensuring that the state’s workforce remains motivated. The DA hike and arrears payment are part of a broader strategy to address employee grievances and enhance their overall economic well-being.

Further details regarding the exact methodology for calculating and disbursing the arrears for the period from July 1, 2023, to September 30, 2026, are awaited. However, the immediate announcement of the DA increase and the cash payment for Class IV staff provides clear indications of the government’s intent to address key demands of its employees.
