A programme on “Nasha Mukt Bharat Abhiyan” was organised in the premises of Dak Bunglow, Bhaderwah by the Social Welfare Department Bhaderwah here today in which a large number of Sarpanchs, Panchs, and respectables of society participated. Additional Deputy Commissioner Bhaderwah Dil Mir was the chief guest, whereas ASP Bhaderwah, BDC Chairman Omi Chand, DDC member Thakur Yudvir Singh, Tehsil Social Welfare Officer Subash Kotwal, Advocate Mohd Majid Malik, Muzamil Yezdani, Chairman of Umar Education and Welfare Trust, Arif Rana, and other educationists also participated in the awareness programme.
Speaking on the occasion, resource person Advocate Mohd Majid Malik threw light on the Narcotic Drugs and Psychotropic Substance Act, 1985 and informed us that this act prohibits a person from sale, purchase, cultivation, storage, transport, consumption, and possession of any narcotic drug or substance. Adv Mohd Majid Malik also informed us that the jurisprudence of bail in narcotics cases is the opposite, as in general, bail is the rule and jail the exception, whereas in NDPS cases, jail is the rule and bail is the exception. He also explained Sections 37, 19, 24, 25, 27 A, and 28 of the NDPS Act and said offences under this Act are cognizable and non-bailable.
He also said there are three quantities of drugs as per the NDPS act, which include commercial, intermediate, and small quantities, and also informed that the NDPS act also provides for the death penalty for certain offences committed by habitual offenders for the commission or attempt of certain offences specified.
