A complaint was received alleging that Asif Ahmad Chandel, BDO Changa, Mansoor Ahmad Gram Rozgar Sewak (GRS), Block Changa, and JE Arshad Amin are withholding final payments for public works completed under the MGNREGA in Block Changa, Tehsil Gandoh, district Doda.
When the complainant approached BDO with a request to release his payments, BDO requested that he first meet with the relevant GRS and JE, after which he would release the payment for the works. When the complainant met with GRS Mansoor Ahmed, he was told that he needed to pay a bribe of Rs. 12,000/- for each work in order for his payment to be released, whereas the JE Arshad Amin demanded a bribe of Rs. 17,000/- to process his case. The complainant had already paid the GRS Rs 10,000/- as demanded by him, but the GRS refused to perform the complainant’s work until he was paid in full, according to the complaint.
An FIR No. 06/2021 was registered in P/S Central ACB, J&K on 26.07.2021 against the accused persons, namely BDO Changa, Asif Ahmad Chandel, Mansoor Ahmad Gram Rozgar Sewak (GRS), Block Changa, and JE Arshad Amin, based on the facts disclosed in the complaint, which prima facie constituted an offence under section 7 of the PC Act 1988 r/w Section 120-B IPC. The accused, JE Arshad Amin, was caught red-handed accepting the bribe of Rs. 17,000/- after a trap team was set up. In this case, he has been arrested. Gram Rozgar Sewak has gone missing, and all efforts are being made to track him down.
The case is currently being investigated further.
