DLSA Bhaderwah organised Legal Awareness Programme on “Anti Ragging Laws”

The District Legal Services Authority Bhaderwah organised a legal awareness programme on “Anti Ragging Laws”  at Govt Higher Secondary School Sartingal her today . The programme was held under the direction of Chairman DLSA Bhaderwah and the guidance of Secretary District Legal Services Authority ( Sub Judge ) Mudassir Farooq . The programme was attended by PLVs of DLSA , faculty members, students from Govt Hr Sec School Sartingal etc.

Advocate Mohd Majid Malik, who was a resource person appointed by the District Legal Services Authority Bhaderwah, addressed the participants, impressing upon the consequences of ragging. He enlightened the students about the laws of the country with respect to ragging and how it affects the lives of the victim and the victimizer and also threw light on Section 323 , 324 , 325 , 326 , 339 , 340 , 341 , 342 and 506 of the Indian Penal Code and UGC regulations on curbing the menace of ragging in higher education institutions , 2009). He said that there are provisions in the IPC which can be used by a student to register an FIR in the nearest police station and also informed us that the Supreme Court ordered in 2009 in a judgement that a number of recommendations made by the Raghavan Committee be implemented immediately . The Advocate Mohd Majid Malik informed us that the Supreme Court defined ragging in the following words: “Any disorderly conduct, whether by words spoken or written, or by all acts which has the effect of teasing, treating with rudeness any other student indulging in rowdy or indiscipline activities which causes or likely to cause annoyance, hardship or psychological harm or to raise fear of apprehension among fresh or junior students, or asking the students to do any act or perform something which such students will not do in the ordinary course and which has the effect of causing or generating a sense of shame. or embarrassment so as to adversely affect the physique or psyche of a fresher or a junior student.

Ragging has become a menace, a cause of fear and shock not only for a fresher but for his parents too, who are sending their loved ones to pursue higher education by investing a lot of hard-earned money. Every single incident of ragging or abetting in ragging puts an obligation on the institution to get the FIR registered. Students can use the provisions of the CrPC and IPC to file an FIR at the nearest police station and discuss the various provisions regarding ragging, according to Advocate Mohd Majid Malik. Other academicians present on the occasion included Abdul Haq, Dr Vaneet Kotwal, Shashi Kant Padha, and Dr Naveed Qazi, as well as PLVs Summera Tabassum, Asha Devi, Renu Parihar, and Afsha Shamim. The programme ended with a vote of thanks.
