In a significant development, the District Development Commissioner (DDC) of Doda, Vishesh Mahajan, chaired a pivotal Building Operation Controlling Authority (BOCA) meeting. The meeting’s primary agenda was to deliberate over various applications seeking authorization for residential, commercial, repair, and renovation activities within the jurisdiction of the Bhadarwah Development Authority (BDA). This move was in line with the Control of Building Operation Act, 1988.
The BOCA meeting analyzed a total of 31 cases submitted by applicants. Among them, the most meticulous scrutiny was applied to 17 repair and renovation cases. Remarkably, the Chief Executive Officer (CEO) of Bhaderwah Development Authority (BDA) was granted the authority to render the final verdict and proceed with the applications, while ensuring strict adherence to all necessary regulatory formalities.
The meeting yielded approvals for 7 out of 10 residential cases, contingent upon re-verification by the CEO, BDA. The CEO’s satisfaction regarding the fulfillment of all prescribed formalities by the applicants in accordance with established norms will be a pivotal factor in granting the approvals. However, in a decision reflective of a keen eye for compliance, the authority rejected 3 residential and all 4 commercial cases. These rejections were based on identified discrepancies in No-Objection Certificates (NOCs) and other submitted documents, along with deviations from existing guidelines.
District Commissioner Mahajan emphasized the imperative of convening regular BOCA meetings to expedite decisions on citizens’ applications within stipulated timeframes. Moreover, the CEO of Bhadarwah Development Authority has been entrusted with the task of meticulously re-verifying submitted documents and conducting on-site inspections, complete with geotagged photographs of the locations in question. This step aims to deter any instances of false communication or misinformation by applicants within the BOCA framework.
The meeting drew the participation of key officials, including Chief Executive Officer of BDA, Navdeep Wazir, Additional Commissioner Revenue (ACR) Doda, Sanjeev Kumar, State Engineer (SE) PWD RP Singh, Town Planner of Udhampur, and other concerned authorities.
