In a significant move to uphold the integrity of the police force, District Police Kishtwar has dismissed a police constable, identified as Sham Lal (No. 698/Ktr, PID No. EXJ-118739), from service due to his involvement in a series of criminal activities, including a murder case.
As per reports, Constable Sham Lal joined the District Kishtwar unit on November 9, 2023, while already under suspension for prolonged absence and prior criminal allegations. The Chenab Times learned that he was granted three days’ leave from DPL Kishtwar on November 12, 2023, with instructions to report back by November 15, 2023. However, Sham Lal failed to return and was subsequently marked absent.
During his unauthorized absence, Sham Lal became involved in the murder of Rajesh Dogra, also known as Mohan Teer. This incident led to the registration of FIR No. 19/2024 dated March 4, 2024, under sections 302/102-B IPC and 7/25 Arms Act at Police Station Phase-II, Mohali (Punjab). Punjab Police arrested him on March 7, 2024, and he was subsequently lodged in New District Jail Nabha, Punjab.
A departmental inquiry, entrusted to Dy. SP DAR, DPL Kishtwar, revealed further criminal involvement of Sham Lal. The Chenab Times reached out to sources who confirmed that he was implicated in additional cases, including FIR No. 148/2023 under sections 307/323/452/34 IPC and 4/25 Arms Act at P/S Kathua, and FIR No. 142/2023 under sections 382/323/147 IPC at P/S Kathua.
Based on the recommendations from the inquiry officers of District Police Kathua and Kishtwar, it was concluded that Sham Lal’s habitual absenteeism and criminal behavior warranted dismissal. Consequently, SSP Kishtwar, following proper procedural formalities, dismissed Sham Lal from service effective from his date of absence, November 15, 2023. The dismissal was formalized through District Police Office, Kishtwar office order No. 201 of 2024, dated June 24, 2024, under Police Rule-337 and Rule 359 (11) (2) (b) of the J&K Police Manual Volume-II, in alignment with Articles-113 and 128 of J&K CSR.
In a stern warning, SSP Kishtwar emphasized that any police personnel found involved in anti-national activities, drug trafficking, or heinous crimes would face strict disciplinary action. This statement reaffirms the police’s commitment to maintaining the highest standards of conduct and integrity within the force.
