Jammu and Kashmir Government to Introduce Unique Family IDs to Streamline Public Services

SRINAGAR, June 30 (The Chenab Times) – The Jammu and Kashmir government is set to launch a unique family identification system for every household in the Union Territory, aiming to enhance the delivery of public services and improve beneficiary outreach, officials said on Sunday.

The initiative, discussed in a high-level meeting chaired by Chief Secretary Atal Dulloo on Saturday, is designed to create a unified database to serve as a single source of truth for planning and monitoring across government departments. The move is expected to ensure that eligible citizens receive benefits seamlessly while fostering a more accountable administration.

“The family ID system holds transformative potential,” Dulloo said during the meeting. “It will provide critical insights into the effectiveness of beneficiary-oriented schemes and ensure that every eligible citizen receives their rightful benefits.”

Talat Parvez, Secretary of the Planning, Development and Monitoring Department (PD&MD), presented a detailed overview of the programme, highlighting the need for a unified system in Jammu and Kashmir. Parvez outlined a robust implementation plan, emphasizing the initiative’s potential to simplify access to government services for residents.

Piyush Singla, Secretary of the Information Technology Department, underscored his department’s role in executing the programme. He confirmed that the necessary technical infrastructure and expertise are in place to roll out the family ID system across the Union Territory.

A key issue addressed during the meeting was the repetitive documentation and verification processes currently required by multiple government departments. “This duplication burdens citizens and strains government resources,” officials said. The family ID system aims to eliminate these inefficiencies by providing a singular, authoritative data source, optimizing resource allocation and reducing administrative hurdles.

The meeting also tackled challenges faced by citizens in accessing government schemes and by the administration in effectively targeting beneficiaries. The family ID initiative is expected to address these issues, ensuring seamless and efficient delivery of services to those in need.

Data for the family IDs will primarily be sourced from existing datasets, including the Public Distribution System (PDS) and the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY). Provisions for updating the database to reflect demographic changes, such as births, deaths, and migration, were also discussed to ensure the system remains accurate and relevant.
