U.S. President Donald Trump has threatened to impose a 5% tariff on Mexican imports unless Mexico immediately releases water owed under a 1944 treaty. The move targets shortages affecting Texas agriculture.
According to details received by The Chenab Times, Trump made the announcement in a Truth Social post on Monday. He accused Mexico of violating the treaty, which requires annual deliveries of 350,000 acre-feet from Rio Grande tributaries.
The treaty governs water sharing from the Colorado River, Tijuana River and Rio Grande. Mexico must provide 1.75 million acre-feet over five-year cycles. Reuters reported that Mexico ended the 2020-2025 cycle owing about 865,000 acre-feet.
Texas lawmakers and farm groups have pressed for action. The state faces drought, and shortfalls have reduced irrigated farmland. The Texas Commission on Environmental Quality noted the deficit impacts crops and livestock.
Trump wrote that the delay hurts U.S. farmers. He authorized tariff documentation for immediate compliance. The New York Times reported this as Trump’s second such threat this year, following a warning in April.
If enacted, the tariffs would raise rates on Mexican goods to 30%. Many items fall under the USMCA trade pact, which exempts some trade. The agreement faces review in July 2026.
Trump has indicated he may end USMCA if it fails U.S. interests. Politico reported the water issue complicates bilateral ties.
Mexico has not responded publicly. The International Boundary and Water Commission monitors deliveries. Officials cite drought clauses in the treaty as a factor.
Texas agriculture leaders estimate billions in losses from past shortfalls. USA Today quoted Trump emphasizing urgency for Texas producers. No further deliveries were confirmed as of Tuesday.
