J&K Govt Orders Major Administrative Reshuffle; Krishan Lal Posted as Deputy Commissioner, Doda

The Jammu and Kashmir administration has carried out a significant reshuffle of senior officers, including key postings in departments such as Power, Finance, Tourism, Agriculture, and several deputy commissioner positions across districts in the Union Territory.

According to details received by The Chenab Times, the transfers and postings were ordered through Government Order No. 230-JK(GAD) of 2026, issued by the General Administration Department on February 20, 2026, with immediate effect. The order, signed by Commissioner/Secretary M. Raju, IAS, on behalf of the Lieutenant Governor, aims to streamline administrative functioning across critical sectors.

The reshuffle involves officers from the AGMUT cadre of the Indian Administrative Service, along with some JKAS officers, affecting departments ranging from power development and finance to health, youth services, cooperatives, and district administrations. Several officers awaiting adjustment have been assigned regular postings, while others have received additional charges to ensure continuity in key areas.

In a notable change in the Chenab region, Krishan Lal, JKAS, who was serving as Special Secretary in the Hon’ble Lieutenant Governor’s Secretariat, has been transferred and posted as Deputy Commissioner, Doda. He replaces Harvinder Singh, IAS (AGMUT: 2019), who has been shifted to the post of Director, Employment, J&K. In his new role, Harvinder Singh will also hold additional charge of Chief Executive Officer, Mission Youth, and Mission Director, Mission YUVA.

Other significant postings include Ashwani Kumar, IAS (AGMUT: 1992), posted as Financial Commissioner (Additional Chief Secretary), Power Development Department, while also holding charge of Administrative Secretary, Mining Department. Dr. Ashish Chandra Verma, IAS (AGMUT: 1994), Financial Commissioner (Additional Chief Secretary), Tourism Department, has been given additional charge of Administrative Secretary, Agriculture Production Department.

Shailendra Kumar, IAS (AGMUT: 1995), has been transferred from Agriculture Production to Financial Commissioner (Additional Chief Secretary), Finance Department. M. Raju, IAS (AGMUT: 2005), Commissioner/Secretary, General Administration Department, will additionally hold charge of Administrative Secretary, Health & Medical Education Department.

R. Alice Vaz, IAS (AGMUT: 2005), has been posted as Commissioner/Secretary, Planning, Development and Monitoring Department, with additional charge of Administrative Secretary, Information Department. Yasha Mudgal, IAS (AGMUT: 2007), has moved from Youth Services and Sports to Commissioner/Secretary, Cooperatives Department, while Dr. Shahid Iqbal Choudhary, IAS (AGMUT: 2009), has been transferred from Science and Technology to Youth Services and Sports.

Babila Rakwal, JKAS, has been shifted from Cooperatives to Commissioner/Secretary, Science and Technology Department. Dr. Piyush Singla, IAS (AGMUT: 2012), Secretary, Information Technology Department, has been given additional charge of Administrative Secretary, Public Grievances Department, relieving Naveen S L, IAS (AGMUT: 2012).

Anjali Sehrawat, IAS (AGMUT: 2013), has been appointed Mission Director, Jal Jeevan Mission, replacing Khurshid Ahmad Shah, JKAS. Nidhi Malik, IAS (AGMUT: 2013), Deputy Commissioner, Reasi, has been transferred as Inspector General of Registration, J&K.

Owais Ahmed, IAS (AGMUT: 2014), has been posted as Director, Skill Development, J&K, while retaining additional charge of Special Secretary, Planning, Development and Monitoring Department. Dr. Sagar D Dattatray, IAS (AGMUT: 2014), has been posted as Director, Food, Civil Supplies and Consumer Affairs, Kashmir.

District-level changes include Athar Aamir Ul Shafi Khan, IAS (RJ: 2016), from Deputy Commissioner, Kulgam, to Deputy Commissioner, Budgam; Kumar Abhishek, IAS (AGMUT: 2016), posted as Deputy Commissioner, Reasi; Akriti Sagar, IAS (AGMUT: 2016), as Managing Director, National Health Mission, J&K, with additional charge of Special Secretary, Health & Medical Education Department.

Dr. Bilal Mohiud Din Bhat, IAS (AGMUT: 2017), has moved from Deputy Commissioner, Budgam, to Deputy Commissioner, Anantnag. Minga Sherpa, IAS (AGMUT: 2017), from Baramulla to Deputy Commissioner, Udhampur, replacing Saloni Rai, IAS (AGMUT: 2016). Syeed Fakhrudin Hamid, IAS (AM: 2017), from Anantnag to Deputy Commissioner, Baramulla. Shahzad Alam, IAS (AGMUT: 2019), has been posted as Deputy Commissioner, Kulgam.

The order has been circulated to all concerned departments, Financial Commissioners, Divisional Commissioners, Deputy Commissioners, and relevant central ministries for information and necessary action.
