The Jammu and Kashmir administration has mandated that private schools must obtain prior approval before implementing any fee increases, aiming to prevent arbitrary hikes and commercialization within the education sector.
The government stated that the Jammu and Kashmir School Education Act, 2022, along with the JK Private Schools (Fixation, Determination and Regulation of Fee) Rules, 2022, provide a clear framework for regulating fees in private educational institutions.
Information was available with The Chenab Times indicating that Rule 7 of the aforementioned rules explicitly prohibits schools from revising or imposing any new fees without the explicit clearance of the Fee Fixation and Regulation Committee (FFRC).
The administration further detailed that fee structures are subject to thorough financial audits before approval. These audits consider various factors, including the school’s infrastructure, geographical location, operational administrative costs, and a reasonable surplus. The objective is to ensure that education remains focused on learning and does not devolve into a purely commercial enterprise.
Additional criteria considered during the fee assessment process include the school’s academic performance, the integration and utilization of technology in teaching, student enrollment numbers, and the nature of the classes offered. Schools are also categorized based on whether they are situated in rural or urban settings, with specific considerations applied to each.
Institutions offering advanced facilities such as well-equipped laboratories, smart classrooms, and improved sanitation standards are evaluated under distinct parameters. The overarching goal of this regulatory framework is to strike a balance between delivering quality education and maintaining affordability for parents, thereby protecting them from unjustified financial burdens due to excessive fee increases.
