Jammu Kashmir Assembly: Nine Private Member Bills Introduced, Six Withdrawn, Two Rejected

SRINAGAR: The Jammu and Kashmir Legislative Assembly witnessed the introduction of nine Private Member Bills on Monday, a legislative process that saw six proposals withdrawn by their proponents following government assurances and two being declined through voice votes after deliberations.

According to details received by The Chenab Times, the legislative agenda on Monday included a range of proposals from members aimed at addressing various socio-economic and environmental issues within the Union Territory. These bills covered diverse areas including cooperative governance, educational access, civil services representation, environmental protection, and welfare measures.

Among the introduced bills was a proposal by Legislator Qaysar Jamshaid Lone seeking to amend the Cooperative Societies Act of 1989. The intent behind this bill was to reform and enhance the governance structures within cooperative societies operating in the region.

Legislator Mir Saifullah introduced a bill that proposed the implementation of mandatory reservation for children from Below Poverty Line (BPL) and Antyodaya Anna Yojana families. This reservation was intended for admission into private agricultural, paramedical, and law colleges, as well as skill development institutions, aiming to provide greater access to higher education and vocational training for economically disadvantaged students.

MLA Nizam-ud-Din Bhat put forth a bill advocating for equitable representation in civil services. This proposal sought to ensure that recruitment processes take into account the diverse socio-economic, geographical, ethnic, and linguistic makeup of Jammu and Kashmir.

Environmental concerns were addressed by Legislator Altaf Ahmad Wani, who moved a bill to amend the Jammu and Kashmir Preservation of Specified Trees Act, 1969. The bill focused on regulating the felling of walnut trees, introducing provisions for permission while emphasizing the need for stringent environmental safeguards.

MLA Mubarik Gul introduced a bill pertaining to the remuneration, allowances, and benefits afforded to the Chief Whip of the majority party in the Legislative Assembly, addressing administrative and procedural aspects of legislative functioning.

Further, Bashir Ahmad Shah Veeri’s bill aimed at the restoration and protection of the River Jhelum. This proposal called for the implementation of strict anti-pollution measures and improvements in waste management systems to safeguard the vital waterway.

Following discussions and exchanges with government representatives, six of the nine introduced Private Member Bills were withdrawn. Legislators opted to withdraw their proposals after receiving assurances from the government that existing legal frameworks and regulatory mechanisms were either in place or being strengthened to address the concerns raised in these bills.

However, two bills were ultimately rejected by the Assembly through voice voting. One of these was a proposal by MLA Waheed-ur-Rehman Para, which sought the establishment of a residential and technical university in Jammu and Kashmir. The bill proposed the utilization of surplus funds from a private educational foundation for this purpose.

The second bill rejected by voice vote was introduced by MLA Balwant Singh Mankotia. This proposal was aimed at the protection of temples and the retrieval of land alleged to have been encroached upon.

In addition, MLA Pawan Kumar Gupta presented a bill focused on compassionate appointments. This bill sought to provide employment opportunities for the next of kin of government employees, security personnel, and civilians who lost their lives due to militancy or enemy action.

The legislative proceedings highlighted active engagement by members of the Assembly on a spectrum of important issues. The process involved detailed discussions, with a significant number of proposals being either withdrawn or declined, reflecting the typical outcomes of legislative debates where government responses play a crucial role in shaping the fate of private member initiatives.
