Jammu and Kashmir Administration Realigns Responsibilities for 18 Officers

The Jammu and Kashmir Finance Department has officially ordered the assignment of additional responsibilities to eighteen officers across various administrative departments and offices within the Union Territory, aiming to streamline operations and ensure administrative efficiency. These arrangements are effective immediately and will persist until further directives are issued.

According to details received by The Chenab Times, the Government Order No. 56-F of 2026, dated April 1, 2026, mandates that all officers will continue to perform their existing duties while simultaneously taking on these newly assigned roles. The objective is to leverage existing expertise and personnel to manage expanded administrative requirements across different sectors of the administration.

Prominent among the reallocations is Dilawar Singh, currently serving as the Chief Accounts Officer of the JK Sports Council, who has also been assigned the charge of Chief Accounts Officer for Mission Youth JK. Similarly, Naresh Kumar Bhat, an Accounts Officer within the Directorate of Information and Public Relations, will now also be responsible for duties within the Directorate of State Motor Garages.

In the realm of education and animal husbandry, Hilal Ahmad Wani, an official with the JK Board of School Education in Srinagar, has been given additional charge in the Directorate of Animal Husbandry, Kashmir. For local governance, Manzoor Akbar Dar, stationed in Pulwama, will concurrently serve as the Pay and Accounts Officer for the Municipal Council, Pulwama, in addition to his present responsibilities.

The tourism and development sectors have also seen adjustments. Nazeer Kumar has been appointed as the additional Treasury Officer in Bhadarwah, a key administrative role in the Chenab region. Shivanshu Sharma will now undertake financial oversight responsibilities for the Kishtwar Tourism Development Authority, contributing to the region’s developmental initiatives.

In the critical power and infrastructure sector, Naresh Kumar Gupta has been assigned additional charge at the Central Store of the Jammu Power Distribution Corporation Limited (JPDCL), Jammu. Rakshan Peerzada will manage the Pay and Accounts responsibilities for PDCJ in Kashmir, complementing his existing duties.

At the district and municipal levels, Suraj Jangam has been assigned additional charge within the Municipal Council, Samba. Abdul Rashid Lone will assume the role of Treasury Officer, Pattan, while continuing his existing responsibilities in Bandipora, ensuring continuity in financial management.

The order extends to other vital areas including education, horticulture, and regulatory bodies. Basij Naseer Khan will oversee accounts at the Government Engineering College, Baramulla. Mohd Akbar Bhat has been assigned additional duties within the Directorate of Horticulture, Kashmir, to support agricultural development efforts.

Further decentralization of financial oversight includes Manzoor Ahmed Bhat, who has been given additional charge within the District Fund Office, Srinagar. Mohammad Tufail Bhat will handle financial responsibilities in the Directorate of Floriculture, Kashmir, aiming to boost the horticulture sector.

In specialized technical education, Khaleeq Sharma has been appointed as the Pay and Accounts Officer for PDCJ in Jammu. Ghulam Qadir Lone will oversee financial matters at both the Government College of Engineering and Technology and the School of Architecture, Ganderbal, highlighting the focus on expanding technical education infrastructure.

These administrative realignments were formalized through an order issued under the authority of Shalindra Kumar, IAS, who serves as the Financial Commissioner (Additional Chief Secretary) of the Finance Department.
