JAMMU, April 11: Lieutenant Governor Manoj Sinha has initiated a comprehensive 100-day campaign aimed at eradicating the drug menace from Jammu and Kashmir, vowing to take stringent punitive actions against drug smugglers. The campaign, named ‘Nasha Mukt Jammu & Kashmir’, was launched in Jammu on Saturday, with a clear message that those responsible for the destruction of youth will face severe consequences.
Information was available with The Chenab Times that the administration is set to implement a new Standard Operating Procedure (SOP) designed to dismantle the financial and legal infrastructure of drug networks. These measures include the cancellation of passports, Aadhaar cards, and driving licenses belonging to drug smugglers, along with the attachment of their movable and immovable properties and the freezing of bank accounts. Financial investigations will also be pursued vigorously.
Speaking at the launch event at MA Stadium in Jammu, Lieutenant Governor Sinha emphasized that the pervasive nature of drug abuse requires a collective societal response. He highlighted that the administration is committed to addressing the issue across all villages, districts, and societal segments. The campaign aims to identify top drug peddlers at the police station level to enhance accountability and serve as a deterrent.
The Lieutenant Governor underscored the significant security implications of drug trafficking, stating that it is being exploited as a tool to fund militancy and destabilize the region. He pointed to external forces actively pushing drugs into the region, describing each consignment not merely as poison but as a weapon targeting the future of the youth. He directed enforcement agencies to adhere to the principle of not harassing the innocent while ensuring that the guilty are brought to justice.
The ‘Nasha Mukt Jammu & Kashmir’ campaign will involve extensive public outreach initiatives, including ‘pad yatras’ (foot marches) and mass awareness drives across Jammu and Kashmir. The administration is appealing to the youth, civil society members, and community leaders to actively participate and take ownership of this movement. Lieutenant Governor Sinha stressed that the administration cannot win this fight alone and that a united societal effort is crucial.
He specifically highlighted the pivotal role that women, particularly mothers and sisters, can play in preventing substance abuse. The awareness and intervention efforts by women are seen as transformative for entire communities. The upcoming 100 days are considered critical, with a multi-pronged strategy in place. This strategy includes intensive grassroots-level awareness campaigns, counselling services in educational institutions, sustained community engagement in both villages and towns, and targeted outreach programs for vulnerable populations.
In a move to ensure the efficacy of de-addiction facilities, the government has notified the Jammu and Kashmir Substance Use Disorder Treatment, Counselling and Rehabilitation Centre Rules, 2026. This regulation aims to ensure that only genuine rehabilitation centers equipped with adequate staff and facilities are permitted to operate, with strict action planned against any non-compliant entities. Simultaneously, the administration is committed to a humane approach for individuals affected by addiction, offering comprehensive support for treatment, counselling, and rehabilitation. The objective is to help victims reintegrate into normal life while decisively acting against those who facilitate their addiction.
