Kargil, Ladakh – The Lieutenant Governor of Ladakh, Vinai Kumar Saxena, inaugurated a new Rural Development Department (RDD) Complex and a District Resource Centre in Kurbathang, Kargil, alongside a Co-Working Space in Kargil town on Thursday.

The Chenab Times has learned that the newly constructed RDD building, a significant infrastructure development for the district, was built at a cost of Rs 19.56 crore. The complex consolidates key RDD offices, including the Directorate, Assistant Commissioner Development, and the District Panchayat Officer, under one roof. It also features a dedicated Resource Centre, a library, and a conference hall, aimed at enhancing the efficiency and coordination of rural development initiatives.

Addressing the assembled officials and residents, Lieutenant Governor Saxena expressed his conviction that the RDD Complex and District Resource Centre will be instrumental in bolstering rural planning, strengthening institutional capabilities, and improving the overall delivery of governance within Kargil district. He articulated that these upgraded facilities are expected to facilitate a more effective and synchronized implementation of development programs, with a particular focus on benefiting the rural and remote areas of the region.

The Lieutenant Governor further observed that the establishment of these new facilities aligns strategically with Prime Minister Narendra Modi’s ‘Viksit Bharat’ initiative, a national vision for development. He characterized the project as a crucial stride towards realizing the Prime Minister’s objective of inclusive and sustainable development, especially within geographically challenging regions like Ladakh.

Highlighting the government’s commitment to rural transformation, Mr. Saxena stated that the ongoing infrastructure enhancements in Kargil underscore the Government of India’s steadfast dedication to ‘Gramin Vikas’ (rural development). He emphasized that these efforts are guided by the principles of speed, sensitivity, and skill, aiming to ensure equitable development that reaches every citizen across the nation.

Acknowledging Ladakh’s distinct geopolitical and strategic position due to its proximity to international borders, the Lieutenant Governor stressed the importance of a comprehensive development strategy. He noted that while the safeguarding of national borders remains a paramount concern, the concurrent strengthening of infrastructure and the promotion of tourism are equally vital for expanding livelihood opportunities and empowering the local population towards self-reliance.

The Lieutenant Governor also drew attention to the substantial potential of indigenous Ladakhi products, such as pashmina, apricot, and sea buckthorn, to gain a significant foothold in international markets. He suggested that improvements in product finishing, packaging, and strategic marketing approaches could substantially enhance the global competitiveness of these artisanal and agricultural goods. He assured that the administration would actively collaborate with all relevant stakeholders to foster value addition, bolster branding efforts, and establish robust market linkages, thereby enabling local producers to access broader markets and achieve sustained economic growth.

In addition to the RDD facilities, Mr. Saxena inaugurated the Co-Working Space in Kargil, an initiative spearheaded by the Department of Industries and Commerce, UT of Ladakh. He described this facility as a pivotal step in cultivating entrepreneurship, fostering innovation, and nurturing a start-up ecosystem within the region. The co-working space is designed to serve as a collaborative center for young entrepreneurs, freelancers, start-ups, and professionals, offering a modern shared workspace, essential amenities, platforms for networking, and opportunities for skill enhancement. This initiative, he added, is in line with the administration’s broader agenda for inclusive development and sustainable economic progress throughout the Union Territory.
