SRINAGAR: The Jammu and Kashmir administration has implemented a uniform fee structure for building permissions across all Urban Local Bodies and Development Authorities within the Union Territory, effective immediately. This move, aimed at standardising the process, seeks to eliminate existing disparities in charges levied by various municipal bodies and development authorities.
Information was available with The Chenab Times that the Housing and Urban Development Department issued the order under the Jammu and Kashmir Unified Building Bye-Laws, 2021. The directive aims to foster transparency and efficiency in the building approval procedures.
Revised Fee Structure Detailed
Under the newly notified schedule, a uniform fee of ₹80 per square metre will be applicable for residential buildings, including housing colonies. For commercial, public/semi-public, industrial, and other special category buildings, the fee has been set at ₹270 per square metre. Mixed-use buildings will be charged ₹150 per square metre.
Additionally, a debris security deposit has been fixed: ₹3,000 for residential buildings and ₹10,000 for all other categories. In instances where deviations are permissible, a compounding fee equivalent to 40 per cent of the applicable building permission fee for the respective land use will be levied. Religious buildings have been granted an exemption from paying building permission fees.
Uniform Implementation Mandated
The order explicitly states that these rates will apply uniformly across all Municipal Corporations, Municipal Councils, Municipal Committees, and Development Authorities throughout Jammu and Kashmir. The calculation of the building permission fee will be based on the total permissible or approved built-up area as defined by the Unified Building Bye-Laws, 2021.
To ensure consistent processing and disposal of applications, the government has directed the integration of the revised fee schedule into the Online Building Permission System (OBPS)/Auto-DCR platform. This technological integration is intended to facilitate a streamlined and standardised experience for applicants across the Union Territory.
Furthermore, the Housing and Urban Development Department has issued strict instructions that no Urban Local Body or Development Authority is permitted to unilaterally revise, enhance, reduce, or alter the notified fee structure. Any such modifications would require prior approval from the department.
All Urban Local Bodies and Development Authorities have been instructed to incorporate the uniform fee structure into their official building permission procedures, public notices, citizen charters, and online portals. Senior municipal and development authority officials have been assigned the responsibility of ensuring strict adherence to this government order. The aim is to provide a clear and predictable framework for all construction-related approvals in the region.
