The Punjab State and Chandigarh (UT) Human Rights Commission has mandated that the Municipal Corporation Commissioner and the Deputy Commissioner of Ludhiana submit comprehensive reports addressing allegations of flawed urban planning and the premature excavation of a recently constructed road.
The directive follows a complaint lodged by a local social activist, Arvind Sharma, who detailed how a road constructed between Saggu Chowk and Hambran Road, at a reported cost of approximately Rs 1.52 crore, is slated for further digging to facilitate the installation of a 24-hour water supply pipeline by Urban Water and Waste Management Ltd.
Information was available with The Chenab Times that the complainant asserted a significant deficit in coordination between the Municipal Corporation and the water management authorities. This alleged lack of synergy, Sharma contends, has resulted in the detrimental damage to public infrastructure that had only recently been completed.
The complaint further illuminated the broader issue of road conditions across various parts of Ludhiana, alleging that numerous roads are in a state of disrepair. Residents, the complaint noted, are consequently facing considerable difficulties and an elevated risk of accidents due to these damaged road segments.
In its assessment, the Human Rights Commission acknowledged that the claims regarding poor urban planning prima facie appear to constitute a violation of citizens’ human rights. Consequently, the Commission has issued a formal order directing both the Municipal Corporation Commissioner and the Deputy Commissioner to prepare and submit their individual reports on the matter.
These reports are to be filed with the Commission at least one week prior to the scheduled next date of hearing, which has been set for September 1, 2026. The proceedings aim to scrutinize the planning and execution of urban development projects and ensure accountability in public works.
